Faced with the complicated developments of storm No. 12; the impact of storm circulation and cold air combined with East wind disturbances is forecast to cause widespread heavy rain lasting for many days, localities have been urgently deploying response measures.
According to the leaders of Vinh Loc commune, on October 20, 2025, the Civil Defense Command held a meeting to review and deploy tasks to respond to storm No. 12. The locality has mobilized vehicles and materials to be ready to respond. In addition, the military , police, border guards, medical teams, rescue teams and villages are ready with forces and rescue vehicles to promptly respond and overcome damage after natural disasters. The People's Committee of the commune directed to reserve 3.5 tons of rice, 1,140 boxes of instant noodles, 3,600 liters of gasoline, 1,600 liters of drinking water; in addition, it mobilized people to reserve food and provisions to ensure 7 days in case of prolonged rain and floods. The commune health station has fully prepared medicines, medical staff, doctors, and emergency rooms to treat patients.

Currently, in Vinh Loc commune, the area of various vegetables is about 30 hectares, being harvested. Regarding aquaculture, the cages have been reinforced to ensure safety. Regarding traffic safety, the commune police have developed plans to respond to storms, ensuring road traffic safety through key routes such as Provincial Road 21 and National Highway 49B... In addition, the Commune Civil Defense Command has organized propaganda for vessels not to go out to sea and to anchor in safe places. By 7:00 p.m. on October 20, 2025, 100% of vessels had arrived at safe anchorage to avoid the storm. The locality has also developed a plan to organize the evacuation of 468 households/1,410 people, of which 419 households/1,328 people were evacuated on site and 49 households/82 people were relocated.
In Phu Loc commune, 536 boats were called to anchor ashore to avoid the storm. The Border Guard force fired flares to signal storm No. 12 and banned boats from going out to sea. The local government directed the villages to be proactive with natural disaster prevention plans, ready to evacuate people to safe places due to storms combined with floods and rains, ready to evacuate 403 households/1,497 people to safe places.

At the checkpoints, Standing Deputy Secretary of the City Party Committee Pham Duc Tien directed the Party Committee and authorities to have a firm grasp of the local situation to evacuate people living along the coast to higher places, avoiding coastal erosion and rising water levels during heavy rains; and absolutely not allowing any people to stay in dangerous places when the storm arrives.
In addition, local authorities and relevant forces need to grasp the storm's developments; strictly implement the "4 on-the-spot" motto; in which, pay special attention to stockpiling food, provisions, and medicine to supply people when necessary, always make efforts to respond to storm No. 12, minimizing the damage caused by storms and rains. Military and border forces coordinate with local authorities to mobilize forces, guide and help people to anchor and secure boats and ships...
