Previously, on April 23, 2025, the Ministry of Education and Training issued an official dispatch requesting Ho Chi Minh City University of Economics to handle the case of Ms. Tran Quynh Hoa's doctoral thesis showing signs of plagiarism (copying and citing not in accordance with regulations).
100% of the appraisal council members: "The thesis has copied and cited incorrectly"
In response to the request of the Ministry of Education and Training to handle the above case, Ho Chi Minh City University of Economics organized a dialogue between the thesis appraisal council and the school-level thesis evaluation council to clarify the quality of the doctoral thesis of PhD student Tran Quynh Hoa.
The dialogue was attended by all 12 members of the two councils and representatives of the Department of Higher Education - Ministry of Education and Training.
As a result, all 12 participants unanimously agreed that the thesis had copied and cited material that was not in accordance with regulations . If these violations were removed, the thesis would not meet the requirements specified in the training regulations (in Article 15 of Circular 08).
On that basis, Ho Chi Minh City University of Economics has sent a document requesting the Ministry to consider and direct the revocation of the doctoral degree granted to graduate student Tran Quynh Hoa, based on the provisions of Circular 08.
Ho Chi Minh City University of Economics also sent the Ministry of Education and Training a dossier with a report including: the decision to organize the dialogue, comments of the council members, minutes of the dialogue and minutes of the vote counting.
Requires clear identification of violations and related responsibilities
In April 2025, the Ministry of Education and Training issued a document directing Ho Chi Minh City University of Economics to review the entire process of evaluating the doctoral thesis of Ms. Tran Quynh Hoa - Head of the Personnel Department of the International University (Ho Chi Minh City National University) - after receiving a complaint accusing Ms. Hoa of plagiarism.
The Ministry requested the University of Economics Ho Chi Minh City to base on Article 31 of Circular 08/2017 (regulations on doctoral training) to clearly determine the level of Ms. Hoa's violation. In case the thesis no longer meets the requirements on academics and scientific integrity, the school must take steps to handle it according to the regulations.
At the same time, the ministry requested the school to review the thesis review and evaluation process; clearly identify the responsibilities of relevant individuals and groups if there are violations; proactively adjust and supplement the regulations on admission and doctoral training to prevent similar cases in the future.
According to Tuoi Tre 's source, Ms. Tran Quynh Hoa was supposed to be awarded a doctorate degree from Ho Chi Minh City University of Economics in March 2025, but the school received the above complaint and postponed awarding the degree to this doctoral student.
Previously, on March 19, a representative of the leadership of Ho Chi Minh City University of Economics confirmed that they had received a petition denouncing Ms. Tran Quynh Hoa's "organized plagiarism" behavior.
According to the information reflected, Ms. Tran Quynh Hoa is accused of using the content of two master's theses and one bachelor's thesis conducted at the International University (Ho Chi Minh City National University) in 2020, to write three international scientific articles. These articles were then included in her doctoral thesis.
After receiving the feedback, Ho Chi Minh City University of Economics held an integrity council meeting and transferred the entire case file to the Department of Higher Education (Ministry of Education and Training) to ask for opinions on handling the case.
"According to the regulations of Circular 08, the school must report this incident to the governing body, the Ministry of Education and Training. After the governing body has given its opinion, the school will continue. The school strictly complies with the regulations and instructions of the ministry," a representative of Ho Chi Minh City University of Economics affirmed.
"I don't see it as my place to answer this."
Regarding the above incident, on April 3, Tuoi Tre also had a direct meeting with the leaders of the International University (Ho Chi Minh City National University) and Ms. Tran Quynh Hoa.
At the meeting, Ms. Hoa confirmed that she had received the reporter's question sent in earlier, but she said: "I feel it is not my responsibility to answer this. The authorities will have the final conclusion. I have no further comments."
