Delegates of the Economic and Financial Committee Party Delegation attending the discussion session all agreed that the draft Political Report submitted to the 1st National Assembly Party Congress, term 2025 - 2030 closely followed the draft Political Report submitted to the 14th National Party Congress as well as the practical situation of the country in the past term and the organization and operation of the National Assembly Party Committee on the basis of inheriting the functions and tasks of the National Assembly Party Delegation, the Party Committee of the National Assembly Office, the Party Personnel Committee of the State Audit, and the Party Committee of the State Audit.

The report's content has correctly, accurately, objectively, transparently assessed, and looked straight at the truth about the achievements, limitations, shortcomings, and causes in the organization and operation of the National Assembly Party Committee, the National Assembly, the National Assembly agencies, the National Assembly Office, and the State Audit.
Recently, at the Politburo's meeting with the Standing Committee of the National Assembly Party Committee to give opinions on the draft documents, personnel plans and preparations for the 1st National Assembly Party Congress, the Politburo highly appreciated the content of the draft documents and personnel plans of the National Assembly Party Committee, which were carefully, seriously, elaborately and scientifically prepared in accordance with the regulations and instructions of the Central Committee.
Regarding the draft Political Report to be submitted to the 1st National Assembly Party Congress, delegates were interested in and contributed opinions on summarizing the implementation of tasks of the National Assembly Party Committee for the 2020-2025 term.

Many delegates realized that, in the past 5 years, the world context has been complicated and unpredictable, especially the severe consequences of the Covid-19 pandemic and epochal changes. Under the leadership of the Party, directly and regularly by the Politburo and the Secretariat, the content and leadership methods of the National Assembly Party Committee have been innovated to respond quickly and better to practical requirements; the organization and operation of the National Assembly have been strongly and comprehensively innovated.
Delegates affirmed that, in any circumstances, the National Assembly has adapted very quickly and appropriately, from the complicated developments of the Covid-19 pandemic, especially in implementing Conclusion No. 157-KL/TW of the Politburo on implementing resolutions and conclusions of the Central Committee and the Politburo on reorganizing the apparatus and administrative units, this adaptation is even more evident.
Delegates stated that the change in organizational model from the National Assembly Party Delegation to the National Assembly Party Committee is a change in awareness, thinking and action, motivating each Party member in the entire National Assembly Party Committee to continue to innovate and better fulfill assigned tasks.
Regarding the direction, goals, tasks and solutions for the 2025-2030 term, delegates agreed on the need to continue to innovate thinking, ensure comprehensive and direct leadership of the National Assembly Party Committee in the work of constitution-making, legislation, supervision, decision-making on important issues of the country, and the National Assembly's foreign affairs activities, taking the improvement of the country's development institutions as a breakthrough, encouraging creativity, liberating all productive forces, and tapping all development resources.
Delegates expressed agreement with the four development breakthroughs stated in the draft Political Report.

These include breakthroughs in constitutional and legislative work, ensuring that law-making is a "breakthrough of breakthroughs"; innovating methods and content of supervision and decision-making on important national issues; innovating in attracting, arranging and using high-quality human resources, experts and scientists to serve the activities of the National Assembly and the State Audit; promoting digital transformation in the activities of the National Assembly, building a digital National Assembly.
Some opinions noted that in recent times, with the leadership and direction of the National Assembly Party Committee, the work of building a digital National Assembly has been focused on and initially achieved certain results.
Therefore, the fourth breakthrough in digital transformation needs to be more comprehensive, focusing on building a digital National Assembly, because with the work that has been done in the recent past, "promoting digital transformation" is no longer a breakthrough.
At the same time, it is necessary to supplement the content of digital transformation in the implementation of Party work in the National Assembly. Because, when we build a digital National Assembly, the Party work of the National Assembly also needs to gradually move to the digital environment, not stopping at promoting the application of information technology to exploit, use and propagate the Party's guidelines and policies.
Regarding the Party building work in terms of organization and personnel in the new term, some delegates said that it is necessary to supplement content to improve the position, role, quality and effectiveness of the National Assembly's Ethnic Council and Committees.
Continue to raise the requirements of sustainable development
Giving opinions on the draft Political Report to be submitted to the 14th National Congress of the Party, delegates stated that in the coming period, to overcome the middle-income trap and adapt to climate change, we must deal with many challenges, requiring a stronger system of solutions; therefore, the requirement for sustainable development must be raised even higher.

This direction does not stop at general goals but needs to be specified by setting out corresponding goals on socio-economic development, science, technology, environment... in the draft Political Report submitted to the 14th National Party Congress.
In addition to environmental and social indicators, some opinions noted that it is necessary to review and determine more appropriate indicators on public debt, budget deficit, etc. to help ensure a stable national financial system with sufficient capacity to handle financial risks that may arise.
Delegates also proposed to study and include in the draft Political Report to be submitted to the 14th National Party Congress a number of goals, targets and solutions for the development of the state economy, as one of the pillars of our country's economy.
Recently, the Politburo issued Resolution No. 71-NQ/TW on breakthroughs in education and training development; Resolution No. 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health, demonstrating our Party's deep concern for these two very important fields.
Therefore, some delegates suggested that it is necessary to set a goal of developing and promulgating laws regulating public service units, including specific mechanisms for these units to implement financial autonomy in a unified and effective manner.
