General Secretary: 'Resolutely fight against group interests and policy direction'

The General Secretary requested the Party Committee of the National Assembly to resolutely prevent and combat the negative impacts of group interests, policy direction by hostile forces or non-transparent advocacy, ensuring that all laws originate from national interests and the legitimate aspirations of the people.

On the morning of September 25, in his speech at the 1st National Assembly Party Congress for the 2025-2030 term, General Secretary To Lam emphasized that the congress is a political event of special importance, marking a new step in the development of the National Assembly Party Committee. At the same time, it also demonstrates the determination to build the National Assembly into a truly the highest state power body of the country, the highest representative body of the people.

"If we are slow, we will be left behind"

Reviewing the results of the activities of the National Assembly Party Committee in the past term, the General Secretary emphasized that many innovative and breakthrough contents have been implemented and brought about practical results. The basic work aspects of the National Assembly from legislation, supreme supervision to deciding on important issues of the country have all seen very positive changes.

Besides, the General Secretary also suggested that it is necessary to seriously consider the low quality of some laws, which are still overlapping, lack feasibility, and are slow to catch up with new practical requirements.

At the same time, the process of examination and criticism is sometimes formal, not really promoting the collective intelligence. Supervision work is sometimes not really drastic, not going deep into the responsibilities of organizations and individuals...

According to the General Secretary, our country is entering a new development phase with two very high 100-year goals, requiring great efforts and breakthrough policies and decisions to develop at a fast pace, GDP growth must continuously reach double digits but still ensure sustainable development.

Meanwhile, the world and regional situation is changing rapidly and complicatedly, with opportunities and challenges intertwined. "Countries around the world are focusing on development goals, not waiting for us. This is a turning point, a historic opportunity for the country to rise up. If we are slow, we will fall behind," the General Secretary stated.

That context, according to the General Secretary, poses great requirements and tasks for the work of the National Assembly, especially the task of perfecting institutions with the requirement of "turning institutional reform into a competitive advantage and a driving force for development", contributing to the overall development of the country.

"Party character does not diminish democracy"

The General Secretary suggested two requirements and four key working directions for the tasks of the National Assembly Party Committee in the coming term. Accordingly, the first requirement is to enhance the people's character in the activities of the National Assembly.

The General Secretary emphasized that this is an essential requirement of the National Assembly, the highest representative body of the people. The Vietnamese National Assembly must be closely connected to the people, truly a National Assembly of the people, by the people, for the people. The General Secretary made it clear that this is not only in words but in every law, every question-and-answer session, every important decision must aim at the ultimate goal: happiness, prosperity, freedom of the people and prosperity of the country.

The second requirement is to enhance Party spirit in the activities of the National Assembly. According to the General Secretary, this is a consistent requirement, ensuring that our National Assembly always adheres to the goal of national independence associated with socialism, putting national interests, the people's legitimate rights and interests above all else. "Party spirit does not diminish democracy, but on the contrary, it is an orientation for democracy to be implemented in the true nature of the regime," the General Secretary affirmed.

For National Assembly deputies who are Party members, the General Secretary made it clear that they must fulfill their "dual responsibility" well, being a direct bridge between the Party and the National Assembly; between the will and aspirations of the people and the important decisions of the country.

Supervisors must pursue responsibility to the end.

Regarding the four key work orientations, the General Secretary suggested continuing to innovate thinking and focusing on leading the National Assembly to perform well the three most important functions: legislation, supreme supervision, and deciding on important issues of the country.

Regarding legislation, the General Secretary noted that this must be determined as a "breakthrough of breakthroughs" work, not only stopping at overcoming overlaps, contradictions, and bottlenecks, but also going ahead, paving the way, leading the country's development, encouraging creativity, liberating all labor, and unlocking all resources for development.

The General Secretary noted the need to continue perfecting the law on socialist-oriented market economic institutions, ensuring healthy competition, enhancing integration capacity, and developing the private sector to become the most important driving force of the economy.

Continue to thoroughly grasp and effectively implement new thinking in law-making. At the same time, we must be vigilant and resolute in preventing and combating the negative impacts of group interests, policy direction by hostile forces or non-transparent advocacy, ensuring that all laws originate from national and ethnic interests and the legitimate aspirations of the people.

Regarding supreme supervision, the General Secretary stated that in the new period, supreme supervision must really go into depth, focusing on the most urgent issues such as land management, resources, environment, anti-corruption, waste prevention, protection of human rights, civil rights... In supervision work, it is not only "listening to reports" but also going into the field, having direct dialogue with the people, with the subjects affected by the policy.

"More importantly, we must investigate the responsibilities of organizations and individuals to ensure that recommendations after supervision are strictly implemented and have clear sanctions," the General Secretary emphasized.

In deciding on important issues, the General Secretary suggested that the National Assembly must clearly demonstrate its mettle, intelligence, objectivity, and impartiality when deciding on important issues such as socio-economic development strategies, national budget allocation, key infrastructure projects, social security policies, major policies on international integration, or issues related to independence, sovereignty, territorial integrity, etc. All decisions of the National Assembly must truly put the national and ethnic interests and the interests of the people above all else; resolutely prevent and eliminate all domination by group interests and all negative impacts from outside.

The next focus, the General Secretary suggested continuing to study and improve the way the National Assembly and its agencies operate, ensuring efficiency, reducing formality, and increasing substance.

The focus is to continue improving the building of session agendas, discussion methods, debates, questions and answers, the examination process, voter contact, supervision... At the same time, continue to promote digital transformation, build a digital National Assembly, apply artificial intelligence, contributing to improving the operational efficiency of the National Assembly and each National Assembly deputy.

The General Secretary also emphasized the need to focus on Party building, improving the leadership capacity and fighting strength of the Party Committee. At the same time, focus on building a contingent of cadres, especially National Assembly deputies, to meet the requirements and tasks. The General Secretary stated that cadres and Party members in the National Assembly Party Committee must be exemplary in political mettle, qualities, capacity and prestige, "both red and professional", have the desire to contribute, dare to think, dare to do, dare to innovate, dare to take responsibility, and put the common interest above all.
