On the morning of October 15, attending and giving a speech at the 20th Congress of Thanh Hoa Provincial Party Committee, term 2025-2030, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh wished the Party Committee, government and people of all ethnic groups in Thanh Hoa province to always be united, unanimous, innovative, creative, and join hands to build a model province in all aspects so that Thanh Hoa and the country can develop rapidly and sustainably in the era of prosperity, civilization and happiness, firmly moving towards Socialism.
The Congress assessed that in the 2020-2025 term, the Party Committee, government, army and people of all ethnic groups in the Province have strived to carry out their tasks and achieved important and quite comprehensive results, with an expected 23/27 targets to be achieved and exceeded.
The work of building and rectifying the Party and the political system has been comprehensively implemented; solidarity and unity within the Party Committee have been strengthened; the average growth rate of gross regional domestic product (GRDP) in the 2021-2025 period is estimated at 10.24%, ranking 4th in the country; the scale of GRDP in 2025 is 1.9 times that of 2020, ranking 8th in the country; the average GRDP per capita in 2025 is estimated at 3,750 USD/person, 1.7 times that of 2020.
Frankly stating the shortcomings and limitations that need to be overcome in the 2020-2025 term, the Provincial Party Congress proposed tasks and solutions for the 2025-2030 term.
Prime Minister Pham Minh Chinh highly appreciated the Standing Committee of Thanh Hoa Provincial Party Committee for directing the good implementation of the organization of party congresses at all levels, towards the 20th Provincial Party Congress, ensuring compliance with regulations and instructions of the Central Committee.
The Prime Minister assessed that in the past term, the Thanh Hoa Provincial Party Committee has achieved very important and quite comprehensive results in most fields, contributing significantly to the overall achievements of the whole country; emphasizing 5 key tasks that the Thanh Hoa Provincial Party Committee, army and people need to focus on implementing to achieve all set goals and tasks.
The Prime Minister pointed out that it is necessary to build Thanh Hoa into a "model province" according to President Ho Chi Minh's instructions; conduct a preliminary review and assessment of the implementation of the Politburo and National Assembly's Resolutions on the development of Thanh Hoa province; constantly improve the leadership capacity and fighting strength of the Party organization and Party members; focus on operating the local government at two levels in a synchronous, smooth and effective manner; in particular, the Party Committee, army and people of Thanh Hoa province promote rapid and sustainable economic development with 5 breakthroughs.
In particular, restructuring the economy, innovating the development model; building a green economy, digital economy, circular economy, sharing economy...; making a breakthrough in developing 04 "four mountains" dynamic economic centers: Nghi Son, Sam Son, Bim Son, Lam Son, in which researching and building a project to propose mechanisms and policies for these Centers to become economic locomotives leading the whole province; focusing on developing culture and society and ensuring social security; strengthening national defense and security potential, raising the level of foreign affairs.
Noting that the important task of the Congress is to elect the Provincial Party Executive Committee for the 20th term and elect the Delegation to attend the 14th National Party Congress, Prime Minister Pham Minh Chinh suggested that the Congress promote the spirit of democracy, heighten responsibility, and wisely select truly exemplary comrades to build: The new Party Executive Committee is a collective with unified will, exemplary in leading in solidarity, in creative innovation and effective action.
The Prime Minister believes that Thanh Hoa province will develop strongly, comprehensively and sustainably, becoming one of the growth engines of the whole country; a place where: "Convergence of elites - Origin of creativity - Development creation - Brightening the future - Realizing aspirations - People are increasingly prosperous and happy"
The motto of the 20th Congress of Thanh Hoa Provincial Party Committee, term 2025-2030 is: "Solidarity - Responsibility - Creativity - Development." The Congress elected an Executive Committee of 69 comrades"./.
