“After the congress, there were about 24-25 programs and plans in many fields proposed by the departments, branches, and localities. If we ourselves and our branches proposed them but could not implement them, it shows our poor capacity, weak responsibility, shirking, and avoidance,” said comrade Ngo Thanh Danh.

In the remaining 3 months, all levels, sectors and localities will proactively propose implementation measures closely following the general resolution program. Any additional issues, if they are within their authority, will be resolved; if they are under the authority of higher levels, they will seek opinions to resolve them.
