Creating the model of "Skilled Mass Mobilization"
Hue City, as a growth pole of the Central dynamic region, is in a period of strong development with many socio -economic and urban improvement projects being implemented. This process inevitably leads to relocation and site clearance, thereby also giving rise to issues related to the rights and interests of the people, causing complaints about compensation and support to increase. In practice, the reception and settlement of petitions by some units, officers and soldiers are sometimes not in accordance with regulations and are not reasonable, leading to the situation of petitions going beyond the level, being prolonged, affecting the reputation of the city's police force.
According to statistics from the beginning of 2025 to now, the Hue City Police Inspectorate has received and processed 206/206 petitions, reaching a rate of 100%. For 134 petitions under the authority of the police sector, the rate of resolving cases that were consulted and transferred to other units for handling reached 82.69%. The remaining 72 petitions that were not under the authority were guided and transferred to competent agencies for settlement in accordance with regulations.
Through reviewing petitions and letters sent to the City Police, it emerged that there were many cases of repeated submission of complaints, denunciations, recommendations, and reflections; petitions sent to many places, agencies, and units. The main contents were requests for compensation in site clearance, property and land disputes, borrowing money, conflicts in life; disagreement with the results of resolving some cases by officers and soldiers... In that situation, the City Police Inspectorate has researched, built, and launched the model of skillful Civil Affairs "Resolving petitions and complaints right from the start, not allowing mass, complicated lawsuits to arise, forming hot spots" on June 9, 2025.
The operating model with the motto "Listen to the people, speak so that the people understand, make the people believe", focuses on key solutions including: Commanders and officers directly handling the work, listening to the thoughts and aspirations of the people; closely coordinating with relevant units and the Commune-level Police to consult experiences, study documents, ensuring thorough and legal handling; finding out the root causes of complaints that go beyond the level, are prolonged to have a solution to resolve them completely. At the same time, boldly recognize the internal problems, resolutely advise on handling violations of relevant collectives and individuals to strengthen the people's trust and through the working process, promptly detect inadequacies in legal regulations to advise and recommend superiors to amend and supplement.
Spreading confidence among the people
After only 3 months of implementation, the model has shown positive results, many complicated and prolonged cases have been resolved completely. A typical example is the case of Ms. Hoang Thi M. (Binh Dien commune), who submitted 7 complaints and denunciations related to a fight that caused injuries. The conflicts between the parties continuously increased, potentially becoming a complicated hot spot. The City Police Inspectorate advised the City Police Director to establish an interdisciplinary working group, directly worked with and thoroughly explained the provisions of the law to Ms. M. At the same time, proactively guided the Commune Police to advise the Commune People's Committee to establish a mediation team to resolve the conflict from the root. With perseverance and reasonable analysis, Ms. M.. realized the problem and pledged not to continue submitting complaints.
The case of Mr. Hoang Trong Q. and Mrs. Ho Thi V. (Phu Xuan Ward) sent 4 consecutive complaints about the land acquisition for the Hue Citadel conservation project and claimed that the Ward Police confirmed the family's residence information without basis. The City Police leaders assigned the Inspectorate to preside over and coordinate with the professional departments to invite the couple to the headquarters to work. Here, the officer in charge clearly explained the legal regulations and gave specific instructions on the contents to send to the right competent authority. As a result, the couple clearly understood the problem, did not continue to send petitions to the City Police and also sent thanks to the officers for their attention and enthusiastic guidance.
Lieutenant Colonel Pham Hoang Anh, Chief Inspector of the City Police, said: Through practice, the team of inspectors has flexibly applied the model of "Skilled Mass Mobilization" which closely combines mastering legal regulations with listening to the thoughts and aspirations of the people. Thanks to that, cases are resolved in a reasonable manner, with a respectful attitude, and detailed explanations, helping people see the transparency and fairness.
In particular, the model also helps promptly detect violations by officers and soldiers, thereby resolutely advising on strict handling of 4 cases to strengthen people's trust. The spirit of responsibility, both upholding principles and being flexible and close, has contributed significantly to strengthening people's trust in the Party, the State and the police force, effectively preventing hot spots from arising and maintaining social stability.
Promoting the achieved results, Hue City Police Inspectorate will continue to thoroughly grasp Uncle Ho's teaching "Inspectors are the eyes and ears of superiors, friends of subordinates". The unit will focus on improving the quality of staff, fostering dialogue and listening skills; strengthening coordination between departments and branches and promoting the application of information technology in managing and handling petitions to ensure speed, publicity and transparency.
The “Skilled Mass Mobilization” model of the Hue City Police Inspectorate is not only a creative working method but also an art of mass mobilization, harmoniously combining the “reason” of the law and the “emotion” of the people. This is the key to solving complex problems from the grassroots, strengthening the people’s trust, contributing to firmly ensuring security and order, for the peaceful and happy life of the people in the area.
