With the spirit of "Democracy - Solidarity - Discipline - Creativity - Determination to Win", the congress focused on discussing, determining directions, goals, tasks and leadership solutions for the 2025-2030 term.

On that basis, the congress resolved on 11 main targets for the term, including: Proactively and cooperatively grasping the situation, being highly combat-ready, not being passive and surprised, not allowing protests, riots, border intrusions, and illegal border crossings.

Complete 100% of military training and political education targets and tasks; 100% of test results meet requirements, with 75% or more being good or excellent; 100% of training cadres are qualified according to hierarchy, of which 80% or more are battalion cadres and equivalent, 75% or more are company and platoon cadres are good or excellent. Build and effectively deploy 1-2 models to help people "eliminate hunger and reduce poverty"...

The Congress also identified three breakthroughs for the 2025-2030 term, specifically: Innovating and improving the quality of training and drills for the subjects. Promoting the building of a regular system, observing discipline, ensuring safety; proactively applying science and technology, artificial intelligence, and digital transformation. Focusing on building a team of cadres with sufficient qualities, capacity, prestige, high responsibility, working effectively, meeting the requirements of the task.

At the congress, delegates also discussed and approved a report synthesizing comments on draft documents of the 14th National Congress of the Party and the Provincial Military Party Congress for the 2025-2030 term.
