Re-auction of two spectrum blocks for 4G, 5G

The two spectrum blocks being auctioned are key bands that help optimize the speed and coverage of next-generation mobile networks.

The Ministry of Science and Technology issued a plan to re-organize the auction of radio frequency usage rights for the 703-713 MHz and 758-768 MHz bands (band block B1-B1') and the 723-733 MHz and 778-788 MHz bands (band block B3-B3').

The starting price of the B1-B1' and B3-B3' frequency blocks is both over VND 1.95 trillion; implemented by direct voting with a price step of VND 20 billion.

The winning bidder will be granted a 15-year license to use the frequency band. The winning bidder for the B2-B2' frequency band (713 - 723 MHz and 768 - 778 MHz) will not be allowed to participate in the auction for the B1-B1' and B3-B3' frequency bands.

Within 30 days from the date the Ministry of Science and Technology publicly announces the auction plan, organizations wishing to participate in the auction for the right to use radio frequencies for the B1-B1' and B3-B3' frequency bands must submit a request for confirmation of meeting the conditions for participating in the auction to the Department of Telecommunications (Ministry of Science and Technology).

The B1-B1' and B3-B3' frequency bands are planned to deploy mobile information systems according to the IMT Advanced standard and subsequent versions, using the frequency division duplex (FDD) method according to Circular No. 19/2019 dated December 25, 2019 of the Minister of Information and Communications on planning the 694 - 806 MHz frequency band for Vietnam's IMT mobile information system.

At the end of March 2025, the Radio Frequency Department (Ministry of Science and Technology) announced a plan to re-auction the right to use radio frequencies for the B2 - B2' band. The reason for the re-auction was that at the end of December 2024, the Radio Frequency Department had announced an auction for the B1-B1', B2-B2' and B3-B3' bands but was unsuccessful due to a lack of participating businesses.

At the re-auction held on May 20, after 2 rounds of auction, Viettel Group won the bid for the B2-B2 frequency block. Viettel will deploy 4G, 5G mobile broadband Internet access services, providing high speed and low latency, serving entertainment, remote working, online learning, IoT (Internet of Things) services, supporting platforms and applications such as smart cities, smart agriculture and smart traffic management...

Important frequency bands for 4G, 5G networks

The value of a frequency depends on whether it operates on a wide or narrow band and whether it is low or high frequency. The wider the band, the higher the data transmission speed. The lower the band, the farther the mobile signal travels.

Due to its low frequency, the 700 MHz band is considered a band with very high commercial value. Compared to the 900 MHz, 1800 MHz or 2100 MHz bands, the 700 MHz band has a superior advantage in terms of transmission capacity.

Worldwide, the 700 MHz band is widely used in 4G and 5G mobile networks. This is one of the important bands that helps optimize the speed and coverage of new generation mobile networks.

Using the 700 MHz band helps network operators improve the quality of mobile services, especially in high-density areas such as large cities, helping to reduce network congestion and provide more stable services to users.

Before the 700 MHz band was auctioned, this band was used for analog television services. However, with the transition to digital terrestrial television in Vietnam, this band was transferred to mobile network operators to serve telecommunication services.

The auction and early exploitation of the 700MHz band is one of the specific solutions to effectively implement the Party's major policies and orientations, especially realizing the goal of developing digital infrastructure as stated in Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
