Investing over 43,700 billion VND to build the Quy Nhon

On the morning of June 27, the National Assembly passed a resolution on piloting a number of specific mechanisms and policies for the development of Hai Phong city, including 12 articles, effective from July 1, 2025.

The Resolution stipulates piloting a number of specific mechanisms and policies for the development of Hai Phong city on investment management; financial management, state budget; planning, urban, natural resources and environment management; science and technology management, innovation; income of cadres, civil servants, public employees, experts, scientists, people with special talents, managers, highly qualified workers; establishment and operation of the city's Free Trade Zone.

The National Assembly also passed a Resolution of the National Assembly on investment policy for the Quy Nhon - Pleiku expressway construction project.

The Quy Nhon - Pleiku Expressway Project is approximately 125km long, divided into 3 sub-projects; applying advanced and modern technologies, ensuring safety, synchronization, quality and efficiency. This project will implement the form of non-stop electronic toll collection in exploitation and operation.

The project's preliminary land use demand is about 942.15 hectares. The project's preliminary total investment is about 43,734 billion VND. The state budget capital is allocated from increased revenue and savings in the state budget in 2024, central and local budget sources for the period 2021 - 2025 and the period 2026 - 2030. The project will be prepared for investment from 2025 and completed and put into operation in 2029.

On the morning of June 27, the National Assembly also passed a Resolution of the National Assembly on approving the 2023 state budget settlement; a Resolution of the National Assembly on implementing the Law amending and supplementing a number of articles of the Law on Organization of People's Courts, the Law amending and supplementing a number of articles of the Law on Organization of People's Procuracies, procedural laws and other relevant laws.

The National Assembly also passed the Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Implementing Democracy at Grassroots Level; the Law amending and supplementing a number of articles of 11 laws on military and national defense; and the Law amending and supplementing a number of articles of the Criminal Procedure Code.
