Promoting solutions for ash and slag consumption at thermal power plants

At a recent working session with Vinh Tan Thermal Power Company (TPC), Chairman of the Provincial People's Committee Doan Anh Dung shared the difficulties with Vinh Tan TPC in the issue of ash and slag treatment and consumption. At the same time, he requested Vinh Tan TPC to soon complete procedures and start construction of the project items to treat ash and slag at the slag dump of Vinh Tan 2 Thermal Power Plant (TPP).

Many solutions for ash and slag consumption

According to the representative of Vinh Tan Thermal Power Plant's leadership, the area planned to install the ash and slag separation line is located north of the Vinh Tan 2 Thermal Power Plant's slag dump, next to the Hang Co landfill pilot area; within the scope of the Vinh Tan 2 Thermal Power Plant's slag dump planning, which has been granted a land use right certificate by the Provincial People's Committee to Power Generation Corporation 3/Vinh Tan Thermal Power Plant. In preparation for the groundbreaking of the temporary ash and slag separation line according to the guidance of the Provincial People's Committee, in the past time, Vinh Tan Thermal Power Plant has coordinated with Song Da Cao Cuong Company (SDCC) to build a protective fence around the assigned land area. SDCC Company has signed contracts with contractors for site leveling, infrastructure construction, manufacturing of ash and slag separation technology lines and signed contracts to import main equipment. In the near future, the company will complete the site for gathering materials and equipment for the line, and is expected to start installing the ash and slag separation line in September 2023; Test and operate the ash and slag separation line in the first quarter of 2024.

Regarding the situation of ash and slag consumption and storage at the slag dump of Vinh Tan 2 Thermal Power Plant, Mr. Thien Thanh Son - Director of Vinh Tan 2 Thermal Power Plant said: Implementing the responsibility of the owner of the emission facility in Directive No. 08 of the Prime Minister to promote the treatment and use of ash, slag, gypsum from thermal power plants, chemicals, fertilizers as raw materials for the production of construction materials and in construction works as well as other related documents, Vinh Tan Thermal Power Plant has been vigorously promoting many synchronous solutions for ash and slag consumption. Thanks to that, the rate of ash and slag consumption has increased year by year, and up to now, all ash and slag generated during the production process has been basically consumed. However, the volume of ash and slag stored at the slag dump is still about more than 7 million tons (calculated at Vinh Tan 2 Thermal Power Plant alone), not meeting the requirements of Directive No. 08 of the Prime Minister. Therefore, the problem of consuming ash and slag at slag dumps and creating backup storage areas for factories is a very urgent issue.

Early completion of works to handle ash and slag

At the recent inspection of the progress of the temporary construction of the ash and slag treatment and consumption plant at Vinh Tan 2 Thermal Power Plant, Chairman of the Provincial People's Committee Doan Anh Dung highly appreciated the efforts of Vinh Tan Thermal Power Plant in the context of many difficulties but proactively found solutions to continuously produce electricity, ensuring national energy security. Regarding the implementation of the temporary ash and slag separation line, Vinh Tan Thermal Power Plant has carried out procedures according to the provisions of law and instructions of the Provincial People's Committee, Department of Construction, Department of Natural Resources and Environment. At the same time, Vinh Tan Thermal Power Plant has well implemented social security policies, cared for the poor, and is one of the units that have made great contributions to the provincial budget. Regarding environmental protection, the Chairman of the Provincial People's Committee acknowledged that Vinh Tan Thermal Power Plant has paid attention to upgrading and investing in automatic monitoring systems, mist spraying vehicles... all parameters are guaranteed; actively seeking investors to use ash and slag.

The Chairman of the Provincial People's Committee also shared the difficulties with Vinh Tan Thermal Power Plant in the issue of ash and slag treatment and consumption, and noted that ash and slag treatment at the slag dump is a key and urgent issue to minimize the storage of ash and slag at the slag dump to ensure the safe and continuous operation of the 3 Thermal Power Plants (Vinh Tan 2, Vinh Tan 4 and 4MR) in the coming time. Therefore, Chairman of the Provincial People's Committee Doan Anh Dung requested Vinh Tan Thermal Power Plant and SDCC Company to soon complete the procedures and send a notice of commencement to relevant agencies according to the direction of the Provincial People's Committee; complete the construction items, put into use ash and slag treatment at the slag dump of Vinh Tan 2 Thermal Power Plant in the coming time.

The Chairman of the Provincial People's Committee also requested factories to continue to make efforts to ensure production and business. Pay special attention to environmental protection, regularly check the locations of stages with the risk of ash and slag dispersion to take immediate measures; increase tree planting to contribute to environmental protection. In addition, factories periodically organize fire prevention and fighting combined with increased drills to handle environmental protection situations. The Chairman of the Provincial People's Committee also requested relevant agencies and units to strengthen coordination and supervision of environmental protection work of factories, while ensuring security and order throughout the operation process...

The slag dump of Vinh Tan 2 Thermal Power Plant is a place to store ash and slag of 3 thermal power plants: Vinh Tan 2 Thermal Power Plant, Vinh Tan 4 Thermal Power Plant and 4MR with a total capacity of 3,044 MW. Currently, the storage capacity of the slag dump has reached more than 90%, the remaining storage capacity is not enough to store 1 year of ash and slag generated by 3 factories according to the design (considering the situation of not being able to consume). In that case, Vinh Tan 2, Vinh Tan 4 and 4MR Thermal Power Plants will have to stop their machines due to lack of space to store the generated ash and slag, greatly affecting the power supply for the area and the entire power system, reducing electricity sales revenue, and reducing local budget revenue. Therefore, the issue of consuming ash and slag at the slag dump and creating a reserve storage area for the factories is a very urgent issue, directly affecting the power production plan of the 3 factories.
