Attending the meeting were comrade Nguyen Manh Tuan, member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of departments, branches and sectors in the province.

At the meeting, Comrade Van Dinh Thao, Member of the Provincial Party Committee, Director of the Department of Finance reported on the implementation of the unit's tasks since the merger. Regarding budget revenue, as of September 24, the total state budget revenue in the area reached VND5,099.8 billion, equal to 57.8% of the estimate; the whole year is estimated to reach VND7,187.3 billion, equal to 81.5% of the estimate. Of which, domestic revenue is about VND6,262 billion, revenue from import-export activities is VND268 billion, and land use fee revenue is VND1,600 billion.

Regarding public investment, in 2025, the Prime Minister assigned a capital plan of more than 11,954 billion VND, of which over 97% has been allocated in detail, but the disbursement progress has only reached about 28.6% of the plan, with nearly 12,000 billion VND yet to be implemented. Investment attraction in the province has improved a lot, from July 1 to now, the province has approved 31 projects with a total capital of over 17,000 billion VND, bringing the total number of projects in the province to 805 projects. Regarding business development, the whole province currently has 6,121 enterprises, of which 211 new enterprises with registered capital of nearly 890 billion VND have been established after the merger...

Regarding the progress of key projects, by September 20, some projects such as the New Urban Area on the banks of the Lo River and An Tuong Riverside Urban Area had basically completed site clearance and were constructing technical infrastructure, but were still stuck with land prices and financial obligations. Vingroup 's My Lam Golf Course and Sports Complex project had been allocated more than 85 hectares of land and was adjusting detailed planning. The Xuan Van Industrial Cluster Technical Infrastructure Project and Tuyen Quang Biomass Power Plant of Erex Group were approved for investment, and the investor was completing documents and legal procedures. In addition, the province also implemented the GO! supermarket project, My Lam resettlement areas, Tan Ha urban area, and the My Lam Resort Urban Area project with a scale of more than 540 hectares.

At the meeting, delegates focused on discussing and clarifying difficulties and obstacles in budget collection, disbursement of public investment capital, as well as the progress of implementing key projects. Many opinions proposed the need to promptly remove bottlenecks in administrative procedures, especially those related to land prices, financial obligations and site clearance, in order to create favorable conditions for investors to speed up project progress.

Concluding the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc acknowledged and highly appreciated the efforts and sense of responsibility of the Finance sector in the past time. He emphasized that, in addition to the achieved results, the management and implementation of economic development tasks still have limitations, which need to be focused on overcoming in the coming time.

The Chairman of the Provincial People's Committee requested departments and branches to coordinate more closely in advising and organizing implementation, especially in budget revenue and expenditure, allocating resources for each year and the next term according to the principle of having norms and priorities, ensuring practicality, efficiency, avoiding waste and violations. Some fields and projects need to strengthen auditing before implementation. Regarding settlement and disbursement, there must be specific instructions and general regulations to facilitate implementation. He also noted that attracting investment must have a renewed mindset, aiming to create a favorable environment for businesses and people. For unallocated funding sources, it is recommended that departments and branches synthesize and return them to the Central Government. At the same time, strengthen the review of documents and regulations of the two old provinces. If there are any reasonable ones, they will continue, but they must be in a different document of the new province. Departments and branches need to strengthen coordination with departments, branches and localities in removing difficulties, creating a favorable environment to attract investment, and promoting business development.
