Agribank promotes network restructuring, focusing on "Agricultural, Rural and Agricultural Sectors"
In the context that the entire banking industry is restructuring towards improving operational efficiency and adjusting the network to suit changes in administrative boundaries, Agribank - the leading State-owned commercial bank in Vietnam - continues to affirm its leading role in investing in the fields of agriculture , rural areas and farmers. The bank has implemented many solutions to restructure the network, streamline the apparatus, and at the same time maximize resources to prioritize the development of the "Tam Nong" area.
On September 30 and October 1, 2025, Comrade To Huy Vu - Party Secretary, Chairman of the Board of Members of Agribank - and the working delegation of the Head Office worked at three branches in Nghe An including Tay Nghe An, Nam Nghe An and Nghe An. The working content focused on grasping the operational situation in the first months of 2025, and at the same time checking the implementation of the network restructuring plan associated with bad debt settlement in the period 2021-2025.
During the program, the Party Secretary and Chairman of the Board of Directors of Agribank directly directed the opening of two new branches: Do Luong II Nam Nghe An Branch (under the Nam Nghe An Branch) and Vinh Nghe An Branch (under the Nghe An Branch). This activity demonstrates the attention and strong direction of the Party Committee, Board of Members and Board of Directors of Agribank in improving the operational capacity of the branch system, while affirming the determination to realize the national comprehensive financial strategy.
At the same time, Agribank continues to strive to expand digital financial services to rural, remote and isolated areas, contributing to narrowing the development gap between regions, promoting new rural construction and local socio-economic development.

Promoting network expansion in Nghe An – a strategic move
Immediately after the State Bank approved the Agribank restructuring plan associated with bad debt settlement for the 2021-2025 period, Agribank has synchronously applied many solutions to improve the quality of operations of the entire system. In particular, the focus is on arranging and streamlining the organizational structure, and arranging personnel scientifically to maximize resources.
Circular 32 of the State Bank, effective from August 15, 2024, has created a favorable legal corridor for the arrangement of a more effective operating network. Accordingly, the regulation allowing the change of branch locations between provinces and cities helps Agribank overcome difficulties, implement flexibly, and comply with legal regulations. This is an important foundation to improve operational efficiency and meet strategic business requirements in the new period.
Based on the analysis of socio-economic characteristics, Agribank determined that expanding the network of branches and transaction offices in mountainous and disadvantaged areas is both a political task and a strategic move. This helps maintain market share, improve customer service quality, and at the same time contribute positively to rural economic development.
Nghe An – the province with the largest area in the country, nearly 16,500 km² – is one of the key areas. Nghe An's GRDP growth rate ranks second in the North Central region and 13th in the country. In particular, according to the plan until 2030, Vinh city and the Southeast Economic Zone will become smart cities, the growth pole of the region.
Currently, the Agribank network in Nghe An includes 3 Type I branches, 19 Type II branches and 47 transaction offices. In 2025, based on the assessment of the local situation, Agribank has decided to supplement and strengthen the network in rural and mountainous areas. This is a step to support farmers, cooperatives, small and medium enterprises to access capital, apply technology in production and business, thereby increasing income and sustainable development.
According to the plan, two small-scale type II branches in Nha Trang city will be transferred to Nghe An, where there is still much room for development. They will be restructured into Vinh Nghe An Branch and Do Luong II Nam Nghe An Branch. This is a necessary, reasonable and long-term strategic decision, clearly demonstrating Agribank's mission in serving agriculture, farmers and rural areas.

The network development strategy in Nghe An is just a part of Agribank’s overall orientation nationwide. With nearly 2,300 branches and transaction offices, mostly concentrated in rural areas, Agribank plays a leading role in providing credit and banking services to the agricultural and rural sectors – which account for 65% of the population and 30% of the country’s GDP.
The network arrangement in Nghe An aims to proactively expand market share and promptly meet the increasing demand for banking products and services of people and businesses. This contributes to improving the operational efficiency of branches and transaction offices, while demonstrating the commitment to accompany the local socio-economic development.
Agribank has set three major focuses when implementing in Nghe An. First, prioritizing credit capital for clean, organic, high-tech agriculture. Second, supporting industrial, logistics, and international trade enterprises, promoting regional connectivity and integration. Third, developing digital banking services and a cashless payment ecosystem so that everyone, including remote and isolated areas, can easily access them.
Agribank increases resources for the "Tam Nong" region, affirming its commitment to accompany localities in spreading comprehensive finance, towards an inclusive economy and sustainable development.

He expected the branches to contribute practically to supporting people and businesses in accessing capital, promoting local economic development.
Agribank’s network expansion in Nghe An not only expands its market share but also demonstrates the political and social responsibility of the State-owned commercial bank. The new network combines traditional branches and transaction offices with mobile transaction points using specialized cars, digital banking, and mobile phone services. Thanks to that, Agribank can cover the entire area from urban areas, plains to mountainous areas, remote areas.
Agribank's network development orientation in Nghe An in particular and the whole country in general is closely linked to business goals combined with social responsibility.
