Ninh Thuan Nuclear Power Project - Part 1

From Resolution 174/2024/QH15 of the 8th Session of the 15th National Assembly to Resolution 189/2025/QH15 of the National Assembly on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project, the legal, policy and site conditions for the two nuclear power plants Ninh Thuan 1 and 2 have been completed.

In Khanh Hoa province, site clearance and infrastructure preparation are being accelerated to start the project. This is an important turning point, shaping the power structure and ensuring national energy security.

Lesson 1: Khanh Hoa is ready for the project

Since the beginning of this year, when the Government assigned the task of site clearance, Khanh Hoa province has urgently implemented many tasks to hand over the site for the two nuclear power plants Ninh Thuan 1 and 2 on December 31, 2025. This is not only an energy project, but also a strategic turning point, shaping the national power structure, ensuring energy security and opening a new chapter for the country's development stage.

The highest political effort

On April 1, 2025, the Prime Minister issued Document No. 381/TTg-CN, assigning the investors to implement nuclear power projects 1 and 2 to Vietnam Electricity (EVN) and Vietnam National Energy and Industry Group (Petrovietnam); at the same time, assigning the People's Committee of Khanh Hoa province to implement the component projects of migration, resettlement and site clearance according to its authority. Accordingly, the province inherits all previous preparation results and coordinates with investors to review and make appropriate adjustments to ensure progress.

Then, on August 22, 2025, the Government issued Resolution No. 249/NQ-CP on the plan to implement Resolution No. 189/2025/QH15 dated February 19, 2025 of the National Assembly stipulating a number of special mechanisms and policies for investing in the construction of the Nuclear Power Project (Ninh Thuan 1 and 2). In particular, the People's Committee of Khanh Hoa province was assigned to preside over the resettlement and site clearance project, striving to complete the site handover in 2025.

On that basis, Khanh Hoa Provincial People's Committee has established a provincial steering committee, specialized working groups and conducted a review of the current status of land, population, technical and social infrastructure in the project area. The province agreed on the principle of "clear work - clear milestones - clear responsibilities", publicizing progress, coordinating with other sectors, and handling problems on a daily basis. This is a prerequisite to ensure the deadline for handing over the site to the investor as committed.

According to the People's Committee of Khanh Hoa province, the total land area recovered to implement the two projects of Ninh Thuan 1 and 2 Nuclear Power Plants is more than 1,130 hectares; of which the core area of ​​the two plants accounts for 815 hectares. The total number of affected households is 1,153 households with 5,229 people. The total capital for site clearance, relocation, resettlement, and settlement for the two projects is estimated at VND12,392 billion; of which, the Central Government has only allocated about VND3,236 billion.

The total area of ​​Ninh Thuan 1 Nuclear Power Plant (Phuoc Dinh commune) is 485.54 hectares. The province has completed the inventory of all 491 households and 6 organizations, is examining the land origin for 45 households (equivalent to 48.57 hectares), and is conducting public posting. The resettlement area is 65.62 hectares (an increase of 24.2 hectares compared to the old decision), and has determined the land origin for 72/91 households.

Chairman of Phuoc Dinh Commune People's Committee, Mr. Tran Ngoc Binh informed that up to now, there has been no official conclusion on the residential safety range from the factory fence being 500m or 1,000m. But the Commune People's Committee is still urgently carrying out site clearance according to the 500m mark.

The Ninh Thuan 2 Nuclear Power Plant Area (Vinh Hai Commune) has a total area of ​​643.6 hectares. The province has currently inventoried 534 households and 3 organizations; is examining the land origin of 30 households and is eligible for compensation for 2,031/2,992 graves. The resettlement area has completed the inventory of 202 households on 45 hectares; the residential area has completed the inventory of 59 households and 3 organizations.

Vice Chairwoman of Vinh Hai Commune People's Committee, Ms. Dao Thi Loan shared that the workload is very large, involving hundreds of households and many different types of land; including land belonging to Nui Chua National Park. The commune has to review the origin of the land, coordinate the relocation of graves, and develop a resettlement plan in accordance with new regulations on nuclear safety. Currently, the commune coordinates with the Fatherland Front and mass organizations to understand the people's thoughts, and report any unclear issues immediately to the province for handling, avoiding information gaps.

Implement and resolve problems at the same time

Since May, a series of working delegations from the Government and inter-sectoral ministries of Finance, Industry and Trade, Science and Technology, and the National Assembly's Committee on Science, Technology and Environment have been working continuously with Khanh Hoa province to resolve a number of key issues regarding the mechanism for allocating capital for site clearance, resettlement policies, clean land handover procedures, international negotiation coordination, and technical preparation.

On that basis, Khanh Hoa province commits that the decision to approve specific land prices will be issued by the province this October, serving as the basis for implementing compensation and support for affected households. The examination of land origin and public posting in Phuoc Dinh and Vinh Hai communes will be completed in the fourth quarter of 2025.

At the same time, resettlement areas will be invested in and built synchronously, linked with social infrastructure systems such as schools, medical stations, cultural works, etc., ensuring that people after relocation will have better living, studying and working conditions than in their old place.

Director of Khanh Hoa Department of Industry and Trade, Mr. Ho Xuan Ninh said that site clearance is still hindered by legal problems when regulations on nuclear safety distances are not unified; human resources limitations at the commune level cause the progress of processing documents to be prolonged, especially after the administrative unit arrangement; and capital from the Central Government is lacking.

In order for the project to be implemented on schedule, the People's Committee of Khanh Hoa province has proposed to the Government many contents that need to be adjusted and resolved, such as: directing the Ministry of Industry and Trade and investors (EVN, Petrovietnam) to promptly report to the Prime Minister to consider adjusting the investment policy of the Nuclear Power Plant 1 and 2 project, ensuring the legal basis (especially land acquisition procedures) for the locality to implement and complete site clearance in accordance with the Prime Minister's direction;

At the same time, promptly arrange the remaining 9,156 billion VND from the central budget (in addition to the province's public investment plan) to support resettlement; Authorize the Chairman of the Provincial People's Committee to approve the adjustment of the resettlement and resettlement project of nuclear power plant projects. Khanh Hoa province also proposed that the Prime Minister direct the Ministry of Science and Technology to soon unify regulations on safe distances for residential areas; guide localities to determine safe distances to implement site clearance...

During a working trip at the end of September, Deputy Minister of Finance Nguyen Duc Tam emphasized that site clearance work must be calculated in days and must not be delayed. This is a particularly important project, so all procedures must be accelerated, with specific responsibilities assigned to each level and each unit.

Mr. Le Quang Huy, Chairman of the National Assembly's Committee on Science, Technology and Environment, affirmed that the National Assembly will accompany the Government and localities to remove special mechanisms on land, finance, resettlement, etc., ensuring that the project is implemented smoothly, in accordance with regulations and on schedule.

Although there are still some difficulties in human resources after the merger, but determining that the project is of key importance related to the long-term development of the country, Mr. Trinh Minh Hoang, Vice Chairman of Khanh Hoa Provincial People's Committee, said that the province considers the site clearance and handing over clean land to the project investor according to plan as a particularly important political task, requiring maximum focus on resources and political efforts. The province has committed to the Government to hand over clean land by December 30, 2025.
