Proposal to adjust the investment policy of the project to promote the value of the Huynh Thuc Khang memorial house

VHO - The People's Committee of Quang Nam province has just submitted a document to the 10th Provincial People's Council to decide on adjusting the investment policy of the project to promote the value of the Huynh Thuc Khang memorial house (Tien Canh commune, Tien Phuoc district).

Accordingly, the total investment after adjustment is more than 49.1 billion VND, the capital structure after adjustment from the central budget is more than 2.22 billion VND, the provincial budget is more than 46.9 billion VND. Implementation period is from 2017 to 2026.

According to the previously approved policy, the project has a total investment of 50 billion VND, implemented in the 2017-2019 period, of which 50% comes from the central budget and 50% from the provincial budget.

The project aims to promote the value of the National Relic Site of Huynh Thuc Khang Memorial House, commensurate with the scientific and historical values, role, position, life, career, and great contributions of the patriotic scholar Huynh Thuc Khang, former Acting President of the Democratic Republic of Vietnam; create conditions for visiting, paying respect, offering incense, educating about patriotic traditions, revolutionary traditions, exploiting tourism, and developing the local socio -economy.

Regarding the reason for the proposed adjustment, according to the People's Committee of Quang Nam province, the project was approved in principle by the Standing Committee of the Provincial People's Council and the investment project was approved by the Provincial People's Committee in September 2017.

In early September 2021, the Provincial People's Committee adjusted the investor from Tien Phuoc District People's Committee to the Provincial Construction Investment Project Management Board and approved the adjustment and supplementation of the project in Decision No. 2416 dated September 16, 2022, and extended the implementation period until the end of June 2025.

During the project investment implementation process, the Provincial Party Committee and Provincial People's Committee requested a review of the entire project to ensure compliance with the direction and guidance of the Central Committee in Conclusion No. 88 of the Politburo , Official Dispatch No. 3580 of the Central Party Office, and Instruction No. 07 of the Central Propaganda Department (paying attention to focusing on landscape embellishment and restoration of original relics to ensure compliance with regulations).

In the spirit of direction from the above competent authorities, the investor has reviewed the project investment items; accordingly, the investment content of the original relic site is kept intact, and at the same time, it is proposed to adjust and supplement a number of investment items in the value promotion area accordingly.

At the same time, for the central budget, from 2020 to 2023, sufficient capital has been arranged according to the structure. However, due to the slow implementation of the project, the inability to disburse and the disbursement deadline, it must be returned to the central budget according to regulations, which is 22,772 million VND (2,228 million VND has been arranged).

The project has now exceeded the capital allocation deadline, so it is no longer allocated the central budget capital plan. Therefore, it is necessary to allocate provincial budget capital to replace the central budget capital that is no longer allocated, leading to changes in the project investment capital structure.

Regarding this content, the Party Committee of the Provincial People's Committee has submitted a report to ask for opinions and the Standing Committee of the Provincial Party Committee has agreed on the policy to submit to the Provincial People's Council for consideration and comments on adjusting the project investment policy.

The project aims to promote the value of the National Monument Site of Huynh Thuc Khang Memorial House.

Some specific contents of the investment scale after adjustment are as follows: In the original relic area, keep the original relic intact; Renovate and embellish the church (main house), rebuild the horizontal house and the bridge; Renovate the campus, garden, walkways, Mr. Huynh's father's grave, and the gate; Repair the eroded stone embankment; Invest in lighting systems, irrigation systems, and termite prevention.

Upgrade the main road into the relic site with a total length of about 1,000m; the current DH5 road with a length of 300m.

The relic value promotion area has an area of ​​about 17,500 m2, 2 new toilets, a parking lot with an area of ​​about 2,400 m2; landscape items such as internal walkways, green park area, souvenir tree planting area, fruit tree planting, etc.

Previously, in April 2024, Van Hoa reported that the People's Committee of Quang Nam province sent an official dispatch to the Department of Culture, Sports and Tourism of the province and the Provincial Construction Investment Project Management Board to advise on documents to implement the conclusion of the Secretary of the Quang Nam Provincial Party Committee on historical-cultural relics of Huynh Thuc Khang Memorial House and the Central Central Vietnam - Nuoc Oa Relic Site (Bac Tra My district). In particular, it requested to speed up the implementation of the Huynh Thuc Khang Memorial House project, to be completed before March 24, 2025.
