On the morning of September 22, the 49th session of the National Assembly Standing Committee gave opinions on the draft Law on Thrift and Waste Prevention. The draft law consists of 6 chapters and 37 articles, and is designed to create a synchronous, clear, and effective legal framework for practicing thrift and fighting waste.
Deputy Minister of Finance Ho Sy Hung said the draft law specifically stipulates 7 groups of rights and responsibilities of heads of agencies and organizations and 6 groups of rights and responsibilities of cadres, civil servants and public employees in the State sector.

The spirit of the draft law is that the head of an agency or organization must bear personal responsibility in case of failure to implement or improper implementation of legal regulations on waste prevention and control or allowing acts of waste to occur within the scope of the agency, organization and field assigned to manage.
Also according to the draft Law, all agencies, organizations and individuals have the right to provide information on waste detection. The heads of agencies and organizations that receive information on waste are responsible for checking, clarifying, preventing and promptly correcting cases of waste that occur.
This information must also be handled by the competent authority or submitted to the competent authority to handle violations and make public the handling results; and explain to the competent authority about the waste that occurred.
The draft law assigns the Government to specify in detail measures to protect agencies and organizations that provide information on waste detection, people fighting against waste, and relatives of people fighting against waste.
According to the draft Law on Thrift and Waste Prevention, 9 groups of wasteful behaviors and 9 groups of violations in organizing waste prevention and control are also regulated, to ensure there are adequate handling mechanisms that are not yet regulated by current laws.
The Standing Committee of the Economic and Financial Committee agreed that it is necessary to promulgate the Law on Thrift and Anti-Wastefulness to replace the current law.
Regarding specific content, Chairman of the Economic and Financial Committee Phan Van Mai said that the Standing Committee of the Committee proposed to study and regulate accountability; incentive and protection mechanisms for information providers and those fighting against waste; and to define personal responsibility and joint responsibility.

The audit agency also proposed to clearly stipulate the principles for disciplinary action, dismissal or resignation when serious waste occurs within the scope of management.
According to the head of the inspection agency, handling violations in implementing thrift and fighting waste is an important content to resolve current problems.
Therefore, the examining agency proposed to study and specify regulations on handling violations and regulations on liability for compensation for damages.
"It is necessary to clearly stipulate how to handle violations against organizations, individuals and leaders in case of violations, and at the same time stipulate the responsibility of organizations and individuals to compensate for damages, and the joint responsibility of leaders," said the Chairman of the Economic and Financial Committee.
He proposed to stipulate in the law or assign the Government to regulate cases of waste that require compensation and the level of compensation.
