One household reduces poverty, the whole village follows.
After the merger, the population of La Lay commune is 8,110 people, of which more than 90% are Pa Ko - Van Kieu ethnic people, with the poverty rate accounting for 43.89%. For many years, the authorities at all levels, the stationed forces as well as the people here have always been concerned about how to get rich, or at least have enough to eat, enough to live, for the young to go to school and have a solid house. Up to now, many support models of accompanying units have brought about practical results.

In particular, the “startup breeding goat” model has helped Mr. Ho Van Thuo’s family in A Deng village escape poverty sustainably. From a pair of breeding goats supported by the La Lay International Border Guard Station, Mr. Thuo’s family now has more than 20 goats. During the entire breeding process, Border Guard officers and soldiers closely followed each household, providing specific instructions on feeding techniques and vaccinations to prevent diseases until the herd developed.
“The Border Guard program has helped my family develop economically . From nothing, we now have a small herd of goats, which greatly supports our family's life,” said Ho Van Thuo.

The outstanding and sustainable point of the program lies in its spreading, when successful households will give back to the program a pair of breeding goats, helping other disadvantaged households continue to have the opportunity to escape poverty. Currently, this program has given breeding goats to 2-3 villages of the village, helping people develop their economy together.
Similarly, the “Rotary Pig Farming” model based on the support and dissemination mechanism has also been recently implemented in La Lay, diversifying the livelihood sources for the people. Accordingly, the Border Guards gave 3 pairs of breeding pigs worth 3 million VND/pair to 3 households of the Women's Union of La Lay commune. The families will care for, raise and develop the pigs, then continue to give them to other poor households in the village. The spirit of thinking rich and acting to reduce poverty is therefore spreading more and more throughout the community.
Socio-economic development in accordance with conditions and strengths
Along with livelihood support, many Pa Ko families in the southern border area of Quang Tri received support to remove temporary and dilapidated houses, bringing special joy to families in difficult circumstances such as Mr. Ho Van Lut, A Rong Duoi village, La Lay commune. Previously, his family's temporary house was only 3 rooms without solid walls, only a roof made of patchwork fibro-cement and corrugated iron. Mr. Lut has had cancer for the past 10 years, and both sons in the family have epilepsy. With the attention of the Party, the State, and the support of the village and the community, Mr. Ho Van Lut's family now has a sturdy house, providing peace of mind during the rainy and flood seasons.

Along with supporting livelihoods, eliminating temporary and dilapidated houses, and mobilizing people to proactively get rich, the La Lay commune government has identified a socio-economic development program suitable to the local conditions and strengths, aiming to create more resources at the "top" to support poverty reduction from the "root". The locality has identified effective implementation of national target programs on sustainable poverty reduction, new rural construction, socio-economic development in ethnic minority and mountainous areas. At the same time, it is necessary to strengthen resource management, forest and environmental protection; strengthen national defense and security and maintain the special solidarity relationship between Vietnam and Laos.
With the advantages of borders and trade gates, the locality continues to review and complete the planning to arrange production, business and services in an inter-regional direction; clean land fund to call for and attract investment in production, services and logistics based on the advantages of National Highway 15D and La Lay International Border Gate; focus on developing the agricultural economy in a sustainable direction, gradually forming a large-scale production model and increasing value.
Party Secretary and Chairman of the People's Council of La Lay Commune, Pham Xuan Khanh, said that La Lay has identified breakthroughs, including developing household economy, cooperative economy, and cooperatives associated with specific models; promoting labor export, creating jobs, increasing income, contributing to sustainable poverty reduction and shifting economic structure suitable to the locality.
