Ho Chi Minh City ranked 2nd in science, technology development and digital transformation

Ho Chi Minh City ranked 2nd out of 34 provinces and cities in implementing Resolution 57, affirming its determination to make a breakthrough and build an effective two-level digital government.

According to Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy, the city is synchronously deploying digital transformation solutions to meet urgent requirements in organizing and operating the administrative apparatus after the reorganization. The goal is to build a two-level digital government system that is smooth, interconnected, and effective, with people and businesses at the center of service.

Accordingly, the Ho Chi Minh City Party Committee has issued Plan No. 10-KH/BCĐTP of the Steering Committee for Science , Technology, Innovation and Digital Transformation of the City to implement Plan No. 02-KH/BCĐTW of the Central Steering Committee. Along with that, an interdisciplinary team to monitor and support the implementation has also been established to ensure progress and effectiveness.

Through implementation, Ho Chi Minh City has completed all 17/17 tasks of phase 1 according to Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation, thereby ranking 2nd out of 34 provinces and cities nationwide. Notably, 168/168 wards, communes and special zones have achieved "greening" according to the criteria of the Central Steering Committee. Infrastructure, technical platforms and shared software systems continue to be maintained and upgraded, including: online video conferencing system, document management and direction system, administrative procedure settlement system, feedback reception and handling system (1022), official email.

Regarding population data and electronic identification, the city has received more than 12.5 million applications for new Citizen Identification Cards; nearly 8.7 million personal electronic identification account applications and more than 257,000 applications for organizations and businesses. The VNeID account activation rate reached over 70% of the eligible population. In parallel, nearly 2.9 million electronic health books have been integrated, helping people conveniently manage and treat their illnesses.

The Vice Chairman of the Ho Chi Minh City People's Committee emphasized that in the coming time, the city will focus on upgrading the information technology infrastructure for the Public Administration Service Center and the People's Committees at the commune level, deploying a synchronous and effective two-level digital government model. Promote the improvement of the quality of providing online public services throughout the process, personalizing digital services for people and businesses; strengthen information safety and security; promote communication and digital skills training; promote the role of Community Digital Technology Teams in each residential area.

The Ho Chi Minh City People's Committee proposed that ministries and branches soon support the restructuring of administrative procedures, promote the reuse of specialized data to replace documents, and apply uniformly from the central to local levels. The city also proposed upgrading and perfecting the civil status information systems, business registration and the National Online Payment Portal (PayGov), ensuring smooth operation and creating maximum convenience for people and businesses.
