Risk of not meeting targets
Experts' assessment shows that schools recruiting B00 group (Math, Chemistry, Biology) this year will face difficulties. Because the average score of the 3 subjects in the group all have lower scores than the remaining subjects in the high school graduation exam.

The total number of candidates taking the Biology exam this year decreased nearly 5 times compared to 2024 (from over 342,000 candidates to nearly 70,000 candidates). The average score for Biology was 5.78 points, down 0.5 points compared to last year.
Although the whole country has nearly 70,000 candidates taking the Biology exam, the number of candidates taking all 3 subjects of the B00 group is only nearly 45,000, of which 33,325 students scored 15/30 points or higher. The B00 group is the traditional admission group of medical universities. According to statistics from the Ministry of Health , in 2024, the whole country will have 17 majors in the health sciences block enrolling with over 46,000 targets. This year, the target is expected to increase due to some more schools opening health majors.
The minimum score for the health sector is determined by the Ministry of Education and Training . If the minimum score is applied as in 2024, the lowest score for the health sector is 19, the number of candidates this year will be over 23,500 (this number last year was nearly 242,000). This year, if considering the 22.5-point mark as last year for health sectors with practice certificates (Medicine, Dentistry, Traditional Medicine, etc.), the whole country will have about 11,000 candidates passing. Meanwhile, the total target for the medical sector nationwide in 2024 is about 11,200. Thus, the number of candidates achieving 22.5 points or more in the B00 group is lower than the recruitment target for 2025.
In addition to Medicine, the health sector also has 16 other sectors. However, these sectors recruit many combinations other than B00. However, it can be seen that the health sector does not have enough candidates with the B00 combination to recruit.
Associate Professor, Dr. Le Dinh Tung, Vice Rector of Hanoi Medical University, said that this year's benchmark scores for medical and pharmaceutical universities have fluctuated. Specifically, schools that took the floor score from last year (19 points) are at risk of not meeting their quota this year. Schools that took benchmark scores from 20-25/30 points for the B00 combination last year are expected to see their benchmark scores drop sharply this year. Schools that took scores from 25-27 points have seen a decrease.
But schools with scores of 27 or higher remain stable because this year's enrollment sources do not vary much. This year, 2,112 students scored 27 or higher, compared to 1,962 last year.
Economic sector benchmark scores decrease
Dr. Le Anh Duc, Head of Training Management Department, National Economics University, commented that the admission scores for majors this year may be lower than in 2024, depending on each major/training program.
According to Mr. Duc, the results of the 2025 high school graduation exam scores show that, with this admission method based on exam scores, the average benchmark score of training institutions will be lower than in 2024, especially in combinations with Math and English (because the score distribution of these two subjects is much lower than in 2024), possibly 2-3 points lower.
The admission scores of other admission methods must be converted to the equivalent of the high school graduation exam scores in 2025, which also tend to be lower than in 2024.
Dr. Le Anh Duc reminded candidates that with the changes in this year's admission regulations, the admission scores of previous years have very little comparison and reference value for candidates when applying to the National Economics University. According to him, the school expects the admission scores for majors this year to be lower than in 2024, depending on each major/training program, it may be 1-2 points lower.
Professor Nguyen Dinh Duc (University of Technology, Vietnam National University, Hanoi) predicts that this year's university admission benchmark will be 2-3 points lower than last year, depending on the field, due to many reasons.
The average score of Literature and Geography this year is still relatively high, so the benchmark scores of combinations with these subjects will not be too different from last year, such as the score of combination C00 (Literature, History, Geography) will be relatively stable. But combinations with Math and English scores will decrease by 2-3 points.
In order to ensure fairness for candidates, Professor Nguyen Dinh Duc said that universities need to maintain stable enrollment plans over many years, and should not adjust them every year, causing difficulties for candidates. The Ministry of Education and Training and training institutions also need to announce enrollment plans early, not waiting until March or April like in recent years, causing candidates to be "shocked" by sudden changes.
