Capital is investment

That is thanks to the timely capital injection from the Central and provincial levels to districts and communes in recent years. The national target programs for socio-economic development in ethnic minority and mountainous areas have always received proper investment attention from all levels, which has changed the face of ethnic minority and mountainous areas. In the Tra Cu residential area in Lac Tanh town, now the concrete road goes to every corner of the village, few people imagine that it used to be the "lowland" of the town because the K'ho and Raclay people still live according to their customs, so the economy develops very slowly. Through the process of propaganda and guidance for people to access scientific and technical advances in livestock production such as planting and tapping rubber trees to making high-quality rice... ethnic minority areas here have had positive changes, many households have escaped poverty and become well-off households. Also in Lac Tanh town, outside Tra Cu quarter, there is also a Cham ethnic area where people's lives used to be very difficult, but recently the people's level has clearly improved, some have medical degrees and some are good farmers at the provincial level...

Mr. Nguyen Dang Le - Vice Chairman of Tanh Linh District People's Committee, said: Most of the central and provincial capital sources poured into the district People's Committee are seriously invested in the right programs and targets for ethnic minorities. Currently, the district is implementing 10 projects and programs for the period 2021-2025, of which the total central and provincial budget capital allocated in 2022 is 15,427 billion VND, including investment capital of 13,977 billion VND and public service capital of 1,455 billion VND. The results of implementation and disbursement by September 30, 2023 are development investment capital of 4,683 billion VND (31.55%), public service capital of 470 million VND (34.18%). The total central and provincial budget capital allocated in 2023 is 31,547 billion VND, of which development investment capital is 19,645 billion VND and public service capital is 11,902 billion VND.

Initial results of 10 projects

Implementation results to date, Project 1: Solving the shortage of residential land, housing, production land, and domestic water. Capital in 2022: Development investment capital of VND 2,966 billion to support housing construction for 74 ethnic minority households, disbursed VND 2,966 billion; career capital of VND 656 million, of which career conversion support for 44 households/VND 380 million. Capital in 2023: Development investment capital of VND 2,262 billion and career capital of VND 2,096 billion (under Project 1), not yet disbursed. Project 2 on planning, arrangement, placement, and stabilization of residents in necessary places. Capital in 2022, development investment capital of 4,658 billion VND, allocated to the District Construction Investment Project Management Board as the investor, investing in infrastructure in Tan Thanh residential area, Lac Tanh town and village 1 residential area, Mang To commune. Capital in 2023, development investment capital of 6,579 billion VND, allocated to the District Construction Investment Project Management Board. Project 3 on sustainable agricultural and forestry production development, promoting the potential and strengths of regions to produce goods according to the value chain. Capital in 2022, sub-project 2 on supporting production development according to the value chain, career capital of 380 million VND, has been allocated to communes and towns, currently waiting for instructions from the Department of Agriculture and Rural Development for disbursement. Capital for 2023, sub-project 2 supports production development according to value chain, career capital of 1,748 billion VND, distributed to communes and towns, awaiting instructions from the Department of Agriculture and Rural Development.

Project 4 on investment in essential infrastructure, serving production and life in ethnic minority and mountainous areas. Capital source in 2022, sub-project 1 capital of 4,630 billion VND (of which development investment capital is 4,418 billion VND and career capital is 212 million VND). As of September 30, 2023, 3,082/4,418 billion VND has been disbursed, reaching 70%. Of which, career capital of 212 million VND has not been allocated. The implemented projects include in La Ngau communes, including the road to Suoi Quan production area, the road to Ta La Ngau production area in Ban 2, and the rural traffic route to the new cemetery in Ban 2.

In Duc Binh commune, there is road 8, road 4, village 4. In Mang To commune, rural roads in village 1, Lac Tanh town, road 2, 3, 4 and road 2, 4, Tra Cu quarter are being upgraded. The capital source in 2023, sub-project 1 on investing in essential infrastructure for ethnic minority and mountainous areas has an investment capital of 7,873 billion VND and career capital of 7,237 billion VND. Project 5 on developing education and training to improve the quality of human resources. The capital source in 2022, sub-project 1 is Innovation in activities, strengthening and developing ethnic boarding schools, with an investment capital of 1,461 billion VND to upgrade and repair the dormitory area of ​​the district's Ethnic Boarding School. The result so far has been 1,461 million VND, reaching 100%. Capital source in 2023 of sub-project 1 to innovate operations and strengthen the development of ethnic boarding schools: development investment capital of 2,063 billion VND, invested by the District Construction Investment Project Management Board.

Project 6 on preserving and promoting the fine traditional cultural values ​​of ethnic minorities associated with tourism development. The capital in 2022 is 510 million VND (the Department of Culture, Sports and Tourism is the investor of 30 million VND, the district is the investor of 480 million VND). Of which, the career capital is 80 million VND, 63/110 million VND has been disbursed. The development investment capital is 400 million VND, not yet disbursed. The capital in 2023 is 1,060 billion VND, of which the career capital is 290 million VND, the development investment capital is 770 million VND. Project 7 on public health care to improve the physical condition and stature of ethnic minorities; prevent child malnutrition (invested by the Department of Health). The capital in 2022 allocated by the province to the Tanh Linh District Medical Center is 106.4 million VND, 100% of which has been disbursed. In 2023, the Provincial People's Committee allocated 340.9 million VND to Tanh Linh District Medical Center, including (296.59 million VND from the central budget; 44.391 million VND from the provincial budget). The District Medical Center has disbursed.

Project 8 on implementing gender equality and solving urgent problems for women and children (Provincial Women's Union chaired) "Implementing gender equality and solving urgent problems for women and children in 2023" in the district. Project 9 on investing in the development of ethnic minority groups with very few people and ethnic groups with many difficulties. Capital in 2022, sub-project 2 to reduce child marriage and consanguineous marriage in ethnic minority areas, career capital has disbursed 54/54 million VND. Sub-project 2 is the application of information technology, with a development investment capital of 69 million VND, granted to communes and towns. Sub-project 3, inspection and supervision of capital of 13 million VND, granted to communes and towns. The capital for 2023 is 440 million VND, of which investment capital is 98 million VND and capital of 342 million VND...
