Drill on Disaster Prevention and Search and Rescue, Incident Handling, Safety, and Information Technology in 2024

Drills for natural disaster prevention, search and rescue, incident handling and safety are annual activities of Thanh Hoa Power Company to help officers and employees practice command, management and organization skills in implementing PCTT & TKCN work; raise awareness for workers in identifying and quickly handling incidents; practice professional skills and professional manners in implementing procedures and safety measures when handling incidents.

Officers and employees of departments and offices of Thanh Hoa Electricity Company and some affiliated power units participated in the exercise.

On April 12, in Bim Son town, Thanh Hoa Electricity Company organized a drill on disaster prevention, control and search and rescue (PCTT&TKCN) "Fast incident handling - Safety - Information technology in 2024".

The simulated situation for the exercise is that in the Bim Son town area, there was a thunderstorm, heavy rain, and strong gusts of wind, causing a breakdown of the line and equipment at the 110kV Bim Son substation. At the same time, it caused a breakdown of the 35kV line on route 373E9.23 of the 110kV Bim Son substation, interrupting the power supply, including important loads and priority loads with the simulated situations: Ngoc Trao 2 substation - 400kVA - 35/0.4kV due to a high-voltage 3-phase lead explosion on route 373 E9.23, requiring re-testing of the transformer before energizing; high-intensity lightning caused a discharge breaking 6/8 phase C ceramic bowls, discharge 4/8 phase B ceramic bowls at column number 15 of line 172 E9.20 Bim Son - 172 E9.4 Ha Trung, causing a prolonged breakdown on the line; The storm broke the ADSS fiber optic cable of the inter-provincial transmission line at column 15 of DZ 172 E9.20 Bim Son - 172 E9.4 Ha Trung... While performing the task, a worker of the working group drowned while transporting supplies.

The new point in this year's exercise program is the actual working situation on the grid, performing separation and connection of electricity on the 22kV line, branching to Brigade 299, Route 475E9.23 using the Hotline method.

With careful preparation, the Thanh Hoa Electricity Company's drill was carried out as planned, ensuring absolute safety for people and equipment. The units have well implemented the drill contents according to the proposed scenario. The preparation of human resources, materials, equipment, and means of handling incidents was ensured according to the established plan. The command of the drill to handle incidents from the time of receiving the incident, isolating the incident, mobilizing human resources to check; fully preparing materials, equipment, tools, and construction means; implementing technical safety measures, handling and overcoming incidents, restoring power; assessing damage... ensuring requirements. Logistics and medical work took care of the health of the forces participating in the drill in a timely and guaranteed manner.

After a period of urgent and serious rehearsal, the program was completed according to the set plan and was a great success, which is an important premise for Thanh Hoa Electricity Company to be proactive and ready to respond to natural disasters, minimize damage caused by natural disasters to the power grid, improve the reliability of power supply and customer service quality; improve skills to quickly handle and overcome the consequences of incidents on the power grid caused by natural disasters.
