Adjusting planning to ensure sustainable development requirements

After more than 2 years of implementing the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, in the face of strong changes in administrative organization, development orientation and requirements for implementing the Central's conclusions, the adjustment of the province's master plan is becoming an urgent task, both long-term strategic and of profound practical significance in the current period.

Quang Ninh Provincial Planning is one of the first plannings approved by the Prime Minister in the country. However, after more than 2 years of implementation, in addition to the achieved results, Quang Ninh province also has to face new challenges, especially the severe impact of storm No. 3 (Yagi) which has changed the growth targets, forest coverage rate, and development of new driving projects outside the provincial planning. At the same time, the district-level operating model has been terminated, shifting from 3-level administrative units to 2-level ones, with a major change in the area scale of communes and wards.

On the other hand, in the process of implementing the socio-economic development tasks, some problems and conflicts arose between the provincial planning and the higher-level sectoral planning approved after the provincial planning, and some problems arose in the fields of land and minerals. This greatly affected the socio-economic development process of the province, while many investors have new, creative, and breakthrough ideas that can promote long-term, sustainable growth and socio-economic development in the coming time.

From the above issues, it is necessary to adjust the overall planning of the province to suit the reality. Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, said: Adjusting the planning is a prerequisite to ensure synchronization between the organizational apparatus, development space and new strategic orientation of the province. If not adjusted in time, the planning will become outdated, hindering development.

According to Associate Professor Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute, the overall adjustment of the planning of Quang Ninh province is very timely. Quang Ninh has a fast development speed, a new administrative organization model and many tasks assigned by the Central Government, so it needs synchronization between development orientation and legal tools.

From the issues that have arisen, the adjustment of the provincial planning needs to focus on 3 groups of contents: New development space; administrative planning - organization of the political system; adjustment of socio-economic development goals and indicators. So how to adjust the provincial planning correctly and sustainably is being actively researched by departments, branches and localities, proactively seeking advice from leading prestigious experts and scientists in the country.

According to some experts, adjusting the planning of Quang Ninh province is not simply a technical change, but needs to be synchronized with the political - economic - social orientation; avoid conflicts with industry planning; put digital transformation and green economy into the center; take people and businesses as the center. In particular, it is necessary to improve the efficiency of planning management after adjustment by decentralizing to localities, building a digital planning database and transparently monitoring planning implementation through digital technology.

If Quang Ninh province does a good job of adjusting the planning this time, it will help all levels and sectors arrange reasonable development space; effectively mobilize investment resources; increase competitiveness and proactively plan functional areas and ensure sustainable and harmonious development between rural - urban - island areas (communes, wards, special zones).

Adjusting the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, is not only a technical requirement for planning, but also a strategic political and administrative action, paving the way for new breakthroughs. This is an inevitable step to realize the goal by 2030, Quang Ninh will become a modern, livable city directly under the Central Government, capable of leading the Northeast region in sustainable development.
