What is power system dispatching?
Specifically in Clause 12, Article 3 of Circular 40/2014/TT-BCT, power system dispatching is the activity of commanding and controlling the process of power generation, transmission, and distribution in the national power system according to the determined processes, technical standards, and operating methods.
National power system dispatching hierarchy
Pursuant to Article 5 of Circular 40/2014/TT-BCT, the national power system dispatching is divided into 3 main levels as follows:
- The national dispatching level is the highest command and dispatching level in the national power system dispatching work. The national dispatching level is undertaken by the National Power System Dispatching Center.
- The regional dispatching level is the command and dispatching level of the regional power system, under the direct command of the National Dispatching Level. The regional dispatching level is undertaken by the Northern Power System Dispatching Center, the Southern Power System Dispatching Center and the Central Power System Dispatching Center.
- Distribution control level
+ The provincial distribution dispatching level is the command and dispatching level of the power distribution system in the province or centrally-run city, under the direct command of the corresponding regional dispatching level. The provincial distribution dispatching level is undertaken by the dispatching unit under the Hanoi Electricity Corporation, Ho Chi Minh City Electricity Corporation and the provincial electricity companies;
+ District and county distribution dispatching level is the command and dispatching level of the district and county distribution power system in the province or centrally-run city, under the direct command of the provincial distribution dispatching level.
Depending on the scale of the provincial and centrally-run city distribution grid, organizational structure, level of automation and actual needs, the Power Corporations shall prepare a project to establish a district distribution dispatch level and submit it to the Vietnam Electricity Group for approval.
General regulations on power system dispatching
According to Article 4 of Circular 40/2014/TT-BCT, general regulations on power system dispatching
- The national power system dispatching unit has general responsibility in commanding, operating and dispatching the national power system to ensure safety, reliability, stability, quality and economy .
- The national power system dispatching unit is responsible for planning the power system operation for next year, next month, next week, the power system operation method for the next day and the next hourly mobilization schedule according to the provisions of the Power Transmission System Regulations and the Power Distribution System Regulations issued by the Ministry of Industry and Trade .
When establishing the day-ahead power system operation method and the hour-ahead mobilization schedule, in addition to basing on the day-ahead and hour-ahead mobilization schedules of the electricity market, the National Power System Dispatch Unit must also take into account unusual weather fluctuations, developments in electricity loads, constraints to ensure power system security and other priorities as prescribed by law.
The method of operating the power system for the next day and hour must provide a schedule for mobilizing generators to provide auxiliary services (if any) and information about generators that must be adjusted compared to the mobilization schedule for the next day and hour of the electricity market according to the requirements of ensuring system security and a plan for regulating and reducing electricity load (if any).
- The national power system dispatching unit is responsible for real-time power system operation dispatching. Operation management units must comply with dispatching orders from the authorized dispatching level to operate power plants and power grids safely and reliably within their management scope.
- During the process of real-time dispatching and operation of the power system, dispatching levels and operation management units must comply with the principles and regulations in Circular 40/2014/TT-BCT and other relevant regulations.
- In case of emergency, to ensure the security of the power system, the dispatching levels have the right to operate the power system differently from the announced day-ahead power system operation method and the announced hour-ahead mobilization schedule. These changes must be recorded in the daily operation report and announced according to regulations.
