Standards and conditions for consideration for promotion to the professional title of preschool teacher grade II (code V.07.02.25) are implemented according to the provisions of Article 3 of Circular No. 13/2024/TT-BGDDT. Specifically, preschool teachers are eligible to register for consideration for promotion to the professional title of preschool teacher grade II (code V.07.02.25) when meeting the following standards and conditions:

Appointed to the professional title of preschool teacher grade III (code V.07.02.26); During the time holding the professional title of preschool teacher grade III or equivalent, having 2 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better; having good political qualities and professional ethics; not being subject to disciplinary action; not being subject to implementation of regulations related to discipline according to the Party's regulations and the law.

Meet the standards on training and fostering qualifications of the professional title of preschool teacher grade II as prescribed in Point a, Clause 3, Article 4 of Circular No. 01/2021/TT-BGDDT dated February 2, 2021 of the Minister of Education and Training and Clause 2, Article 1 of Circular No. 08/2023/TT-BGDDT dated April 14, 2023 of the Minister of Education and Training amending and supplementing a number of articles of Circulars No. 01/2021/TT-BGDDT, 02/2021/TT-BGDDT, 03/2021/TT-BGDDT, 04/2021/TT-BGDDT dated February 2, 2021 of the Ministry of Education and Training.

Meet the standards on professional competence and skills of the professional title of preschool teacher grade II as prescribed in Point a, Point b, Point c, Clause 4, Article 4 of Circular No. 01/2021/TT-BGDDT and Clause 4, Clause 5, Article 1 of Circular No. 08/2023/TT-BGDDT.

Meet the requirements on the time holding the professional title of preschool teacher grade III (including the time holding the equivalent rank) as prescribed in Clause 6, Article 1 of Circular No. 08/2023/TT-BGDDT.

In case the teacher, before being recruited and accepted, has worked for a period of time in accordance with the provisions of law and has paid compulsory social insurance, it shall be implemented in accordance with the provisions of the Government at Point d, Clause 1, Article 32 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government, which was amended and supplemented at Clause 16, Article 1 of Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government amending and supplementing a number of articles of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on recruitment, use and management of civil servants.

The time counted towards the time holding the professional title of preschool teacher grade III (code V.07.02.26) is implemented according to the provisions in Clause 1, Article 13 of Circular No. 13/2024/TT-BGDDT.
