Reporting to the Working Group, the leader of the People's Committee of Sa Thay district said: As a border district, by the end of 2023, the entire Sa Thay district has 5/11 communes and towns in the particularly difficult category; 11/64 villages and hamlets in the particularly difficult category belong to communes in region I; 45 hamlets belong to ethnic minority and mountainous areas. The population is more than 56,120 people, of which ethnic minorities account for over 57%. The whole district still has 1,025 poor households, accounting for 6.99%; 698 near-poor households, accounting for 4.76% of the total number of households in the district (most of the poor and near-poor households are ethnic minorities).
Implementing the National Target Program 1719, from 2022 to 2024, the total capital allocated to the district is more than 212 billion VND. Of which, the central budget is more than 170 billion VND, the local budget is more than 5.7 billion VND according to regulations; the combined capital is 6 billion VND; the preferential loan from the Social Policy Bank is more than 26.5 billion VND; the mobilized capital from the people is more than 4 billion VND. The total disbursed capital up to July 31, 2024 is more than 144 billion VND, reaching 67.82% of the plan; it is estimated that by the end of 2024, more than 176 billion VND will be disbursed, reaching about 83.07% of the capital plan.
Under the leadership and direction of the District Party Committee, People's Council, and People's Committee, the implementation of the National Target Program 1719 has achieved important results. Up to now, the whole district has 5 communes meeting new rural standards; 2 communes recognized as advanced new rural communes; 7 villages meeting new rural standards in ethnic minority areas. The poverty rate has decreased to 6.99%; the average income per capita in 2023 will reach more than 51 million VND.
Up to now, 11/11 communes and towns have paved roads to the commune center; the rate of ethnic minority households with residential land has reached 99.93% and the rate of ethnic minority households with production land has reached 98.34%. National defense and security in the area have been maintained, social order and safety, rural security, and security in ethnic minority areas are basically stable.
Mr. Duong Quang Phuc - Chairman of Sa Thay District People's Committee raised the difficulties and obstacles in the implementation of the National Target Program 1719, specifically: The disbursement rate of career capital is low compared to the allocated capital. The content of supporting production land under Project 1 cannot be implemented because Clause 6, Article 1, Circular 02/2023/TT-UBDT, dated August 21, 2023, stipulates the implementation method is not suitable to the current conditions of the locality; Sub-project 1, Project 3 (sustainable agricultural and forestry economic development) has a very low capital disbursement rate (estimated by the end of 2024 to reach about 9.36% of the total capital plan from 2022-2024); Implementing rice subsidies for people in difficulty due to the lack of specific regulations on the subjects of subsidies and subsidy levels; Sub-project 1 and Project 5's capital for literacy education is low, so it is not possible to disburse all the allocated capital...
The Chairman of the People's Committee of Sa Thay district proposed that in the coming period, the Central Government should consider increasing the level of support for forest planting to create conditions for people to feel secure in planting and caring for forests, stabilizing their lives thanks to forests; having a mechanism to support the development of medicinal herbs under the forest canopy. Prioritize capital sources for Project 2 to stabilize the population in ethnic minority areas, helping ethnic minorities stabilize their housing and feel secure in working and producing.
On behalf of the working delegation, Mr. Ha Viet Quan - Head of Department, Chief of Office of Coordination of National Target Program 1719, acknowledged the proposals of the People's Committee of Sa Thay district. At the same time, highly appreciated the process of organizing and implementing the National Target Program 1719 in the district. The disbursement of investment capital was relatively good, ethnic minority households have benefited from timely support programs. The appearance of the countryside has improved a lot.
The Chief of the Office of Coordination of the National Target Program 1719 also requested the People's Committee of Sa Thay district to develop a plan, roadmap, and specific goals in implementing the National Target Program 1719; developing a plan will help the locality lead and direct more effectively. The district is interested in strengthening information and propaganda work to raise people's awareness and create consensus among people in the process of implementing the National Target Program 1719.
Pay attention to and integrate support for poor ethnic minority households to escape poverty in a sustainable way, avoiding the situation where households escape poverty but then fall back into poverty. Strengthen inspection and supervision during the implementation process to ensure that the National Target Program 1719 is implemented effectively and promptly remove difficulties and obstacles for localities during the implementation process.
