Provincial National Assembly Delegation: Collecting comments on the draft Law on Archives (amended)

On October 10, the National Assembly Delegation of the province held a conference to collect comments on the draft Law on Archives (amended), expected to be submitted to the National Assembly for comments at the 6th session of the 15th National Assembly. Comrade Dang Thi My Huong, Deputy Head of the National Assembly Delegation of the province chaired the conference.

The draft Law on Intellectual Property (amended) consists of 9 chapters and 68 articles; an increase of 2 chapters and 26 articles compared to the Law on Intellectual Property 2011 (7 chapters and 42 articles). Of which, there are 38 new provisions on content, mainly on the authority to manage intellectual property documents and intellectual property document databases, intellectual property electronic documents and digital documents, promoting the value of intellectual property documents and private intellectual property activities. There are 28 articles amended and supplemented based on the provisions of the Law on Intellectual Property 2011 to ensure consistency with the context of e- Government , Digital Government, digital intellectual property platform, Digital Transformation, intellectual property electronic documents, intellectual property socialization and international cooperation on intellectual property. There are 2 basic provisions that remain the same as those of the Law on Intellectual Property 2011 on the rights and obligations of agencies, organizations and individuals in using intellectual property documents and their enforcement.

Delegates attending the Conference gave their opinions on the draft Law on Archives (amended).

At the conference, delegates basically agreed with the content of the draft law and gave additional comments on the following issues: It is necessary to supplement regulations on sanctions corresponding to the 6 prohibited acts in Article 6, Chapter I; it is necessary to add a section on historical LT responsibilities; it is recommended to add more rights, buying, selling, exchanging, and transferring ownership of LT documents of special value; the draft needs to stipulate more clearly about electronic LT, as well as the work of ensuring information security for electronic LT documents; and strengthen the responsibilities of organizations and individuals in private LT activities...

On behalf of the National Assembly Delegation, the Deputy Head of the Provincial National Assembly Delegation acknowledged and highly appreciated the opinions of the delegates; and will synthesize them to submit to the National Assembly in the coming time.
