Urging to remove bottlenecks in land clearance for important transmission project clusters in Dong Nai

(Chinhphu.vn) - On July 16, in Dong Nai, Mr. Hoang Trong Hieu, Deputy Chief of Office of the State Steering Committee for important national programs, works and projects in the energy sector (Steering Committee) inspected the field of transmission projects to release capacity of Nhon Trach 3 and Nhon Trach 4 Power Plants.

Joining the working delegation were Mr. Pham Le Phu - General Director of the National Power Transmission Corporation (EVNNPT), representatives of EVNNPT's professional departments, leaders of the Southern Power Project Management Board (SPMB), and the Power Transmission Project Management Board (NPTPMB).

Site bottlenecks at the project

To ensure the capacity of Nhon Trach 3 and Nhon Trach 4 Power Plants is released, the National Power Transmission Corporation (EVNNPT) is implementing many transmission projects. Although the local government and many households have supported, agreed, and handed over the site for construction in parallel with the BT-GPMB implementation process. However, at some locations, some households have obstructed, affecting the progress of the projects.

These are key projects, playing an important role in releasing the capacity of Nhon Trach 3 and Nhon Trach 4 power plants, strengthening grid connectivity, transmitting capacity to serve the socio -economic development of the southern provinces, including Dong Nai province. When the projects come into operation, they will contribute to ensuring national energy security and increasing local budget revenue.

Reporting at the inspection session, the representative of the Southern Power Project Management Board (SPMB) - the unit assigned to manage and operate the 220kV Nhon Trach 3 Power Plant - 500kV Long Thanh Substation project said: The project passes through Dai Phuoc, Phuoc An, Nhon Trach and An Phuoc communes, Dong Nai province. The plan is to energize in the third quarter of 2025.

Up to now, 59/87 foundation positions have been mobilized and handed over, 50/87 foundation positions have been cast, 30/87 poles have been erected and the wire pulling is being organized.

The biggest bottleneck of this project is position number 2. This is a very important position (the position of the pole sharing 4 lines: 2 lines of 220kV Nhon Trach 3 line - 500kV Long Thanh transformer station and 2 lines of 220kV Nhon Trach 3 line - My Xuan branch - Cat Lai), SPMB is deploying the erection of poles to pull wires to serve the energization work.

However, at this location, the local residents prevented the construction of poles and ropes, although the local authorities had invited them many times, the residents did not cooperate.

Regarding the 220kV Nhon Trach 3 line project - My Xuan - Cat Lai branch, the representative of NPTPMB - the unit assigned to implement the project said: The project passes through Dai Phuoc and Phuoc An communes, Dong Nai province. The plan is to energize in July 2025.

Up to now, the project has mobilized the handover of 11/11 foundation positions and safety corridors. Construction has been basically completed, waiting for the completion of position 02 (belonging to the 220kV Nhon Trach 3 line - 500kV Long Thanh substation) to connect to the Nhon Trach 3 power plant distribution yard.

Regarding the 220kV Long Thanh - High-tech line project, SPMB representative said: According to the project plan, the energization will be in December 2025. The project has completed the surveying work. The people's meeting has been held, but the compensation plan has not been completed and approved.

For the 220kV Nhon Trach Industrial Park Substation and the connection, the scale of construction of the 220kV Substation, capacity of 250MVA in Nhon Trach district. The plan is to complete energization in December 2025.

Up to now, the project has mobilized and handed over 27,260/35,627m2 of land. At the same time, the pump house control house, guard house, rest house, fire protection water tank have been constructed; the foundation of distribution yard equipment, cable ditches, and fences are being completed. Currently, the project has not yet approved the BT-GPMB plan, so the payment to households has not been made yet.

Need for drastic local involvement

At the site inspection, Mr. Hoang Trong Hieu, Deputy Chief of Office of the State Steering Committee for important national programs, works and projects, key to the energy sector, emphasized that this is a transmission project cluster of great importance to the national power system.

After the projects are completed, the capacity of Nhon Trach 3 and Nhon Trach 4 Power Plants will be released into the national power system, contributing to increasing the total power source capacity by more than 1,600 MW to serve the country's socio-economic development and people's lives.

In the past time, with the direction of the Prime Minister, Deputy Prime Minister, State Steering Committee for important national programs, works and projects, key energy sector, Ministry of Industry and Trade , ministries, branches, Provincial Party Committee, People's Committee of Dong Nai province, departments, branches, localities, the support of people with projects passing through have provided maximum support for the units to speed up the construction of the projects.

However, the progress of the projects has not yet met the requirements, while Nhon Trach 3 Power Plant has completed the test run to be ready for commercial power generation in August 2025.

If the progress of power transmission projects is not on schedule, the power source capacity will not be released in time, causing waste. Therefore, Mr. Hoang Trong Hieu requested EVNNPT to continue to coordinate closely with local authorities to focus on removing obstacles, and at the same time actively propagate and mobilize people to agree.

In case the calculation is correct and complete but the household deliberately opposes, it is necessary to report to Dong Nai province to ensure security and order during the construction process, especially at position number 2.

Mr. Hoang Trong Hieu also added that these are national key projects, included in the list of the Steering Committee for monitoring. The Steering Committee will consult with Dong Nai province to take drastic action, focusing on removing obstacles in the site clearance in July 2025 to soon complete the project to meet the requirements.

At the site inspection, EVNNPT General Director Pham Le Phu requested SPMB and NPTPMB to regularly inspect and urge contractors to focus resources and speed up construction progress according to the set plan and commitments.

At the same time, proactively coordinate closely with local authorities and relevant units to implement appropriate solutions to accelerate site clearance compensation to hand over the entire site to the construction contractor in July 2025. During the implementation process, if there are any difficulties or problems beyond the authority, it is necessary to promptly report and propose to EVNNPT for consideration and resolution to ensure the quality and progress of the project.

EVNNPT General Director also requested the contractor to concentrate human resources, vehicles, and machinery to speed up construction progress. Any column or anchor space with available space needs workers to erect columns and pull wires immediately.
