Provincial Party Secretary Vu Dai Thang works in Hai Ha district

On the morning of November 8, comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, had a visit and worked with Hai Ha district on the program of building advanced new rural areas (NTM), preparations for organizing party congresses at all levels, term 2025-2030. Accompanying were comrades of the Standing Committee of the Provincial Party Committee; Standing Committee of the Provincial People's Committee; leaders of relevant departments, branches and sectors of the province.

Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, inspected the textile production line system at Hai Ha Industrial Park.

Hai Ha district is one of the localities in the province that has reached the finish line of building advanced new rural areas, aiming to build a model new rural area. Through reviewing and evaluating the results of implementing the set of criteria for advanced new rural communes, the average total number of criteria of 10 communes in the district reached 16.9/19 criteria and 70.2/74 contents, an average increase of 0.9 criteria and 1.3 contents compared to the end of 2023. For the set of district-level criteria, by the end of 2023, the district had reviewed and self-assessed that it had met 9/9 criteria and 38/38 contents of advanced new rural districts and had completed the dossier to request recognition of the district as meeting advanced new rural standards.

Regarding the preparation for the Party Congress at all levels, the district has directed the establishment of sub-committees to serve the Congress and develop the operating regulations of each sub-committee. Up to now, the Standing Committee of the District Party Committee has approved the preliminary outline of the Political Report, is currently developing a detailed outline of the Political Report and continues to implement the next steps; at the same time, completing the review and supplementing the planning of leadership and management staff to ensure resources for the Party Congress at all levels for the 2025-2030 term.

Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, listened to the investor and local authorities report on the implementation of the social housing area at Hai Ha Industrial Park.

Comrade Vu Dai Thang, member of the Party Central Committee and Secretary of the Provincial Party Committee, highly appreciated the results achieved by the district in implementing the socio -economic development goals for the entire 2020-2025 term, especially in building advanced new-style rural areas.

Regarding the tasks in the coming time, the Provincial Party Secretary requested the district to closely follow the Planning of Quang Ninh province for the period of 2021 - 2030, with a vision to 2050, to determine the development orientation in the coming period. In particular, the policy of merging Mong Cai city and Hai Ha district. On that basis, carefully study the investment policy of infrastructure projects, especially investment projects in cultural and social institutions, ensuring that it meets the enjoyment needs of the people in the area while ensuring economical and effective use, preventing waste of investment resources from the state budget; at the same time, focus on investing in completing the traffic infrastructure system, creating interconnection between areas in the district as well as synchronous connection with key traffic routes; especially with the Ha Long - Van Don - Mong Cai expressway.

Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, visited Hoa Cuong Sugar Tea Cooperative.

The Provincial Party Secretary also requested Hai Ha district and related departments and branches to focus on completing related procedures to soon attract investors to implement worker housing projects in Hai Ha Industrial Park; at the same time, focus on completing planning, especially in areas with large development potential. Thereby, increasing advantages in attracting investment projects; creating momentum for the development of the district's strengths such as: import and export, industry, high-tech agriculture.

In addition, the district also needs to continue to synchronously implement solutions to realize socio-cultural targets, improve the quality of criteria for building advanced new rural areas; effectively implement Resolution 17-NQ/TU of the Provincial Party Committee to maximize the value of cultural and historical traditions in the development process.

Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, visited the tea growing model in Quang Long commune.

Regarding the preparation for party congresses at all levels, the Provincial Party Secretary requested the district to continue to closely follow the instructions of the central government and the province during the implementation process, especially the preparation of personnel planning resources for the next term.

During the visit and working session, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, and the delegation visited Hai Ha Industrial Park. This is an industrial park specializing in the textile and garment industry, mainly producing fashion and garment products for export abroad. Currently, the industrial park is implementing phase 1 investment, with an area of 660 hectares and attracting 25 secondary investment projects to the area, with a total investment capital of 2.85 billion USD. From the beginning of the year to the end of October 2024, the industrial park has collected 428 million USD, and it is expected that in the fourth quarter of 2024, it will attract about 400 million USD more, with total FDI capital attraction in 2024 reaching over 800 million USD.

Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, concluded the working session with Hai Ha district.

The Provincial Party Secretary highly appreciated the investor (Texhong Group) for closely coordinating with local authorities, departments, branches and sectors of the province to carry out site clearance work, invest in technical infrastructure, and attract secondary investment projects. The Provincial Party Secretary emphasized: In addition to promoting investment attraction in the industrial park area, the investor needs to soon implement social housing investment for workers to retain workers in the industrial park; relevant departments, branches and sectors and Hai Ha district continue to pay attention, support, and remove difficulties and obstacles for the investor to adjust and approve the planning of the sub-zones as well as speed up the site clearance progress of the remaining sub-phases, promptly meeting the development needs of the industrial park.

Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, and the working delegation also visited the Hoa Cuong Sugar Tea Cooperative, the new rural model of Quang Long commune and the high-tech pig farm project of Greentech Livestock Joint Stock Company in Quang Son commune.
