On the morning of July 17, the Provincial Party Committee's working delegation led by comrade Nguyen Khac Binh, member of the Provincial Party Committee Standing Committee and Chief of the Provincial Party Committee Office, inspected the operation of the two-level local government and the preparation work for the Party Congress in the two communes of Dinh Van Lam Ha and Tan Ha Lam Ha.

At the inspected localities, commune leaders reported to the working delegation on the situation of facilities, offices, vehicles and related conditions to ensure meeting the requirements for operating the 2-level local model, which has been running smoothly and effectively since July 1.

Through operation, localities have proactively overcome difficulties in facilities and equipment, ensuring effective operations without affecting the settlement of administrative procedures for people and businesses.

Accordingly, the public administrative service centers of the two communes have posted and publicized 408 administrative procedures, including 75 fields under the authority of the People's Committee of the commune, and posted and publicly integrated administrative procedures on the commune's electronic information page.

Regarding the content of preparing draft documents to submit to the 1st Commune Party Congress, term 2025 - 2030, it is being carried out with a spirit of urgency, seriousness, ensuring quality and progress. The Standing Committee of the Party Committee of the 2 communes has organized a conference of the Fatherland Front and socio -political organizations to collect comments and suggestions to ensure compliance with regulations to complete the draft documents.

At the meeting, the leaders of the two communes raised some difficulties in the process of operation. Specifically, after the reorganization of the apparatus, the workload was large, the implementation was urgent, the system of guiding documents was slow to be issued, so there were many confusions and problems in the implementation process. The application of information technology in handling administrative procedures (online public services, online payments) has achieved a high rate, but the implementation in the past has encountered many difficulties because people are not familiar with using it in handling administrative procedures.

People's access to information, skills, and IT equipment is limited, especially for ethnic minorities. The public service system is sometimes not smooth due to errors in logging in and submitting online applications. Localities do not have specialized IT officials, so implementation is difficult.

Representatives of the Provincial Party Committee's Organizing Committee, Provincial Party Committee Office, Public Administration Service Center, and Department of Science and Technology received and resolved the issues.

Concluding the working session, Comrade Nguyen Khac Binh, Member of the Provincial Party Standing Committee, Chief of the Lam Dong Provincial Party Committee Office, acknowledged the proactiveness and synchronization of the communes in preparing the apparatus, infrastructure, personnel and technology. Basically, the 2-level local government model has been put into operation since July 1 to ensure the requirements. Comrade Nguyen Khac Binh highly appreciated the preparation work for the Party Congress of the 2 communes.

In the coming time, the authorities of the two communes need to continue to research and seek opinions from the Provincial Party Standing Committee regarding the steps to prepare for the Party Congress, especially the documents and lessons learned from the recent Don Duong Commune Party Congress.

Regarding the personnel work of the congress, the two communes need to review and improve it to submit to the Provincial Party Committee Standing Committee before the congress takes place. The locality needs to step up propaganda work so that people know and follow.

Regarding the implementation of the government's tasks in the coming time, the Chief of Office of Lam Dong Provincial Party Committee requested the two communes to continue to strengthen the work of ensuring social order and safety, protecting forests, and not to be negligent in the management of mineral resources in the area.

To operate the 2-level government apparatus smoothly, the 2 communes continue to review and arrange suitable people with the right strengths and abilities for the assigned work. The 2 communes review and synthesize investment proposals and arrange machinery to ensure the party member database.

For long-term equipment, the Provincial Party Committee Office assigned the Department of Science and Technology to advise the Provincial People's Committee to issue framework regulations so that localities can be proactive and flexible, ensuring consistency.
