On behalf of the Standing Committee of the City Party Committee and the delegation, comrade Nguyen Phuoc Loc expressed his excitement, and at the same time praised and appreciated the spirit of solidarity, unanimity and efforts to overcome difficulties of the comrades in 17 wards and communes attending the working session. The comrades were united, unanimous, and increased the value of consensus in discussions to overcome challenges and difficulties in the initial stage, taking on the task of operating the local government at 2 levels last week.

At the meeting, comrade Nguyen Phuoc Loc re-emphasized the 9 key contents that had been directed in previous meetings, and at the same time checked the implementation progress, evaluated the initial results and thoroughly discussed the preparation work for the conditions to organize the Party Congresses at ward and commune levels, ensuring progress and quality as required.

The comrade especially noted and reiterated the 9 key contents that have been reported by localities and continued to be implemented, including maintaining the focal point for coordinating the work of arranging the administrative apparatus; reviewing, making statistics, synthesizing, classifying and handing over tasks, finance, public assets and especially documents at the district level. With this content, the comrade requested to review, make statistics, synthesize, classify and hand over financial projects, assets, headquarters, documents at the district-level Party bloc on administrative work and commune-level mass organization activities closely.

Comrades note, must ensure no tasks are missed, no congestion, no gaps, no impact on people and businesses. Urgently review public service units in the area to coordinate the organization of reception and handover in accordance with regulations.

Implement the plan to organize grassroots party congresses and higher-level party congresses. Review and resolve outstanding issues, especially those directly related to the people; summarize and forecast the contents to be transferred after the arrangement to propose to competent authorities for consideration and decision.

Establish a new inter-ward and inter-commune working group to coordinate the handling of interconnected work and outstanding issues. Especially ensure smooth public administrative service lines. Pay attention to job positions in the new organizational structure.

“Whenever we carry out any work, we must ensure security, safety and public safety. Not only serving the people, but also protecting our own staff so that we can continue to carry out and ensure that we can fulfill our assigned tasks,” Comrade Nguyen Phuoc Loc emphasized.

In addition, comrade Nguyen Phuoc Loc also noted the implementation of 28 Government Decrees on decentralization, delegation, and division of authority between the Government and local authorities at 2 levels in 12 groups of fields. The Standing Committee of the Party Committee of wards and communes must review related work to have a decision when the People's Committee of wards and communes submits it. When there is a decision from the Party Committee, the People's Council of wards and communes will hold a meeting to decide on implementation.
