Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Quang Ninh Provincial Party Committee (born in 1973, hometown in Le Ninh commune, Kinh Mon town, Hai Duong) was assigned by the Politburo to run the work of the Quang Ninh Provincial Party Committee, after Comrade Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Quang Ninh Provincial People's Council submitted a request to resign from his positions and was approved by the Party Central Committee.

Before becoming the Standing Deputy Secretary of the Quang Ninh Provincial Party Committee, Comrade Trinh Thi Minh Thanh had held the following positions: Deputy Secretary of the Provincial Party Committee, Standing Vice Chairwoman of the Provincial People's Council, Chairwoman of the Provincial Women's Union, Director of the Department of Finance, Deputy Secretary of the Ha Long City Party Committee. She has a bachelor's degree in economics , a master's degree in economic management, and a high level of political theory.

Previously, in the afternoon session of August 3, the Party Central Committee considered the resignation applications of Deputy Prime Minister Le Minh Khai and a number of leaders of central and local agencies, including Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee, Chairman of the Quang Ninh Provincial People's Council, for violating Party regulations in performing assigned duties and tasks, violating regulations on what Party members are not allowed to do, responsibilities to set an example, and regulations on preventing and combating corruption and negativity.

Fully aware of their responsibilities to the Party and the people, the comrades submitted applications to resign from their assigned positions and the Party Central Committee agreed to let comrade Le Minh Khai resign from his position as Secretary of the Party Central Committee, member of the 13th Party Central Committee; and agreed to let comrade Nguyen Xuan Ky and a number of other cadres resign from their positions as members of the 13th Party Central Committee.
