Echoes of the 12th Conference of the 13th Party Central Committee: The revolution has changed its state, reaching towards the future

The revolution in the organization of the political system, along with the rearrangement according to the 2-level local government model, after only a short time, with the mindset of "running and lining up at the same time", has achieved important initial results. The lines have been lined up neatly, now the revolution "needs and must" move to a new state of "straight lines, clear paths, unanimously moving forward" towards the future - as the message of General Secretary To Lam in his opening speech at the 12th Central Conference recently.

This is both a summary and assessment of the results of implementing the policies and resolutions of the 11th Central Conference on apparatus reorganization, and a message calling on the entire Party, army and people to continue implementing in the coming time, with the determination to "work together and move forward ".

The row is straight, the path must be clear.

With the right timing and a strong leadership spirit, the Politburo determined that the reorganization of the apparatus and the new two-level local government organization is a "revolution". And a revolution must be resolute, have a timetable for each specific task and also require "sacrifice" and overcome difficulties and hardships.

In fact, when there are no more district-level administrative units, the provincial level is merged, the commune level is reorganized and merged, the agencies in the political system at the provincial and commune levels... there is so much work to do. After only about 3 weeks of working under the new model, activities at all levels of government have gradually stabilized. What the authorities are most concerned about is the implementation of administrative services, ensuring timely resolution of work related to people and businesses, minimizing congestion and difficulties. Even the conversion of procedures and ensuring salary payments for officials and civil servants in the political system are still slow, but serving the people is still given attention and priority.

As in the opening speech of the conference, the General Secretary gave a general assessment: “... From the Central to 34 provinces, cities and 3,321 communes, wards and special zones, the entire political system and administrative system are operating in the direction of innovating the organizational apparatus, improving the quality of governance, scientific management, limiting intermediaries, eliminating overlapping functions, being closer to the people, serving the people better. This is a breakthrough in the organizational apparatus of the political system, demonstrating the Party's high determination in establishing a modern, honest, streamlined and people-oriented governance institution”.

That is recognized by the people's confidence in the success of the new organizational model, as the General Secretary commented: "What is especially valuable is that the above-mentioned major policies and historic strategic decisions have been and are receiving strong support, positive response and deep trust from all classes of people."

“Straight lines, clear paths” , an implication that the General Secretary requires of Party committees and authorities at all levels, the arrangement of the apparatus and administrative units, not only to change the form of “straight lines”, but also to pay attention to the content, the activities of the apparatus must be clear. Each cadre, civil servant, and public employee in the political system must change from thinking to action to strongly shift from administrative management to administrative administration serving the people, all activities must take the people as the center, guide, create the most favorable conditions to serve the people - that is the “clear path”.

The most important thing is consensus.

Unanimity, demonstrating a spirit of national solidarity, that spirit must be achieved from the relationship: "Party leadership - State management - People mastery". This is the consistent viewpoint in the leadership process of our Party in the history of the nation from the time the Party was founded to the new revolutionary stage, the new era.

The revolution in our organizational apparatus has just achieved such great results, more importantly is the process of operating the apparatus in the government system. To achieve the highest efficiency of the new apparatus, there needs to be consensus from both sides. First of all, each cadre, civil servant, and public employee needs to overcome the initial difficulties in terms of food, living, and transportation when merging administrative units and agencies, in order to work and serve the people to their satisfaction. Second, from the people's side, in addition to consensus and support in terms of policy, each person needs to sympathize, share, and encourage cadres and civil servants so that they can serve better.

Recently, there has been a lot of touching information and images on the media; that is, there are places where people give up their accommodation and living space to welcome cadres from merged provinces to work in the new province, in the early days there were still difficulties in food and living space; like the proverb "If you want to go fast, go alone, if you want to go far, go together", which wants to emphasize the importance of cooperation and solidarity in life, showing that to achieve big and sustainable goals, there needs to be interaction and support from others; at the same time, it also encourages us to dare to step out of our comfort zone to go further in life together.

After the initial results of this revolution, people are looking forward to and expecting that the leadership of the Party and the management of the government will bring about major changes in reality . As the General Secretary said: “The people of the whole country have expressed great expectations for the Party's innovation, and believe in the strategic vision, political mettle and revolutionary ethics of the cadres and party members. This is a solid and valuable political and social foundation for us to continue moving forward in the new era.”

To achieve people's expectations, the 12th Central Conference pointed out very specific tasks in the coming time. Concluding the Conference, the Central Committee unanimously agreed that the direction of personnel work for the 14th National Party Congress is a particularly important document, deciding all the work of preparing and electing personnel for the Party Central Committee, the Politburo, the Secretariat, the General Secretary and key leadership positions of the State; personnel work is the "key of the key". Therefore, the work of preparing personnel for the 14th National Party Congress needs to be carried out synchronously, scientifically, methodically, strictly, democratically, objectively and transparently; must put national and ethnic interests first and foremost; resolutely not let "slip" those who do not meet the standards and conditions.
