Quick announcement of the results of the 12th Conference of the 13th Party Central Committee

The conference was organized in a combination of in-person and online formats with 2 provincial-level bridges, 1 bridge at the Provincial Political School and 135 bridges in communes and wards in the province.

Attending the Conference at the main bridge point at the Provincial Conference Center were comrades: Rah Lan Chung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Ngoc Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; comrades in the Provincial Party Committee Standing Committee; members of the Provincial Party Committee Executive Committee; Standing members of the Provincial People's Council, People's Committee, and Provincial Vietnam Fatherland Front Committee; former provincial leaders; leaders of departments, branches and sectors in the province.

At the Conference, comrade Ho Quoc Dung said: The 12th Central Conference of the 13th tenure will take place over two days, July 18 and 19, 2025, in Hanoi . At the Conference, the Party Central Committee basically agreed on the contents of the documents submitted to the 14th National Congress of the Party, including: personnel work orientation, standards, structure, number of official Party Central Committee members of the 14th tenure; principles for allocating delegates to the Congress; giving opinions on additional personnel for the planning of the Politburo and Secretariat of the 14th tenure, 2026-2031 term.

The Central Executive Committee also agreed on the policy of merging three political reports: the political report, the socio -economic report, and the report on Party building and implementation of the Party Charter. The draft documents will be completed and sent for comments at Party congresses at all levels for the 2025-2030 term. The Central Committee assigned the Politburo to direct relevant sub-committees to absorb, explain, and complete the content to be submitted to the 14th Congress.

Regarding the organization of Party congresses at all levels, the Central Committee determined that this is a broad political activity of special importance, a direct preparation step for the 14th National Congress of the Party. The Central Committee requested provincial, municipal and affiliated Party Committees to urgently deploy plans to organize the congresses, and at the same time proactively handle arising issues, ensure progress and maintain internal solidarity.

The Party Central Committee has disciplined by removing from all Party positions the following comrades: Nguyen Xuan Phuc, former Politburo member, former President; Vo Van Thuong, former Politburo member, former President; Vuong Dinh Hue, former Politburo member, former Chairman of the National Assembly; Le Minh Khai, former Secretary of the Party Central Committee, former Deputy Prime Minister; and expelled from the Party comrade Nguyen Thi Kim Tien, former Central Committee member, former Minister of Health.

The Party Central Committee agreed to let comrade Do Duc Duy, member of the Party Central Committee, Minister of Agriculture and Environment, cease to hold the position of member of the Party Central Committee, 13th tenure, and comrade Vo Chi Cong, alternate member of the Party Central Committee, former member of the Standing Committee of the City Party Committee, former Head of the Propaganda and Education Commission of the Can Tho City Party Committee, cease to hold the position of alternate member of the Party Central Committee, 13th tenure.

The Central Committee also gave opinions on personnel for the Politburo to decide to introduce to the 15th National Assembly for approval of the position of Minister of Agriculture and Environment for the 2021-2026 term.

Regarding the operation of the 2-level local government model, the Central Government assessed that the initial implementation in 34 provinces and cities with more than 3,300 administrative units has basically operated stably and smoothly. Work processing has changed positively, public services have improved, and people have expressed their consensus and expectations that the model will bring more substantial results.

However, the Central Executive Committee requested to continue perfecting regulations and interconnected business processes, promptly correcting shortcomings in assignment and decentralization; improving the quality of training and fostering cadres, especially at the commune level; and strengthening supervision and periodic inspection to ensure effective operation of the apparatus.

Also at the Conference, the Central Committee gave opinions on the following contents: Results of the implementation of Resolution No. 18-NQ/TW, Session XII, from November 2024 to July 2025; the country's situation in the first 6 months of 2025; important tasks that the Politburo has resolved since the 11th Central Conference; viewpoints and policies on new developments in the regional and world situation; a number of key tasks until the 13th Central Conference.

Concluding the Conference, comrade Ho Quoc Dung emphasized: The Party Central Committee calls on the entire Party, people and army to promote the tradition of solidarity, strive to successfully implement the socio-economic development goals for 2025, successfully organize party congresses at all levels for the 2025-2030 term, creating a solid foundation for the 14th National Party Congress.
