- The recent 12th Central Conference was a very important step in the roadmap for direct preparation for the organization of the 14th National Party Congress. At the Conference, the Central Committee reviewed and reconsidered many major issues, including: draft documents to be submitted to the 14th National Party Congress; personnel work orientations for the 14th National Party Congress; organization of Party congresses at all levels; initial assessment of the operation of the 2-level local government model; assessment of the world and domestic situation and the implementation of a number of important Party resolutions, Party discipline issues...

Regarding the draft documents submitted to the 14th National Party Congress, as we know, this is a very important factor of each Congress. Because the documents represent the Party's thinking, guidelines and policies as well as the ability to identify the world and domestic situation, the trend of the times and the Party's vision and goals for the country's future.

This time the draft documents have some differences. First , in addition to the usual content, this time there is also a summary of the theory of 40 years of Renovation. Second , in the process of preparing the draft documents for the Congress, we are implementing a revolutionary policy of streamlining the apparatus of the political system, ensuring the apparatus operates effectively, efficiently, and effectively and implementing the model of a two-level local government.

Therefore, although version 1 of the draft Political Report to be presented to the 14th Congress was put out for comments from Party members, based on the practical situation, there were fundamental adjustments and redesigns in the content and ideology of the document. At the conference, the Central Committee gave comments to complete the draft document.

Third , regarding the draft documents submitted to this Congress, the Central Committee has made a breakthrough decision, which is to agree on the policy of merging three reports including: Political report; Socio -economic report; Report on summarizing Party building and implementing the Party Charter into one political report to be submitted to the 14th National Party Congress.

- What is the significance of integrating the contents of three documents into a political report along a consistent, unified, and synchronous axis to present to the 14th National Party Congress this time, sir?

- The decision to integrate 3 reports (Political Report, Socio-Economic Report, Report on Party building summary and implementation of the Party Charter) is a new and breakthrough way of thinking, demonstrating a creative approach, avoiding duplication and inconsistency between reports, properly demonstrating the stature of the Political Report, clear on viewpoints, policies, strategic orientations, specific on key tasks, strategic breakthroughs and highly actionable and consistent.

The consolidation of documents creates conditions for the Central Executive Committee to have a more comprehensive view, reflecting the overall organic relationship between Party building work and socio-economic development and leadership in implementing political tasks. This is a step to improve leadership methods, towards a more scientific, cohesive and practical way in summarizing the term, saving time and avoiding formalities, contributing to innovation in leadership thinking.

This integration will also pose high demands, requiring each draft of a component document to be concise, clear, ensuring generality and connectivity, and consistency with other draft documents. To implement this innovation, it also requires that in the process of building and merging draft documents of the Party Congress, there must be new courage and thinking, and it cannot be done according to old habits and ways of doing things.

Strong transformation in the ideology, spirit and actions of the apparatus

- At the Conference, the Central Committee also agreed on important directions for personnel work for the 14th Party Congress, with some new points in preparation, introduction, and selection of personnel..., sir?

- Personnel work is the "key of the key", therefore, the Central Committee has determined that personnel preparation for the 14th Party Congress needs to be carried out in a synchronous, scientific, methodical, strict, democratic, objective and transparent manner; ensuring proper implementation of Party regulations, the principle of democratic centralism and legal regulations.

At the same time, at the Conference, the Central Committee also emphasized two new points in personnel work. One is to promote the quality, efficiency, work products, and dedication of cadres as a measure in evaluating, arranging, and using cadres. Two is to harmoniously handle prestige, work experience, and development direction. These two factors help to comprehensively evaluate cadres. If one of these two factors is missing, the evaluation often cannot ensure objectivity.

It is only possible to properly evaluate cadres based on their job positions, with specific products, results, and effectiveness (KPI). Because, in reality, evaluation based purely on a few factors such as spirit, attitude, or simple resume, without basing on results and work efficiency is inaccurate, can lead to formal, emotional evaluation, easily influenced by group interests. The consequences of the old evaluation method can also lead to stagnant apparatus, the situation of "too many people, too little work", corruption, negativity...

The Central Committee also agreed that the introduction and selection of personnel must be based on standards and conditions as prescribed, generally based on planning but not too rigidly, not only based on planning. It is possible to select personnel outside the planning, but it is necessary to base on specific practices to consider, not to miss out on outstanding talented personnel, best meeting the requirements of the revolutionary tasks in the new period.

This viewpoint opens up the connection of personnel work not only within the Party but also with businesses and society, contributing to clearing the flow of human resources for the Party and the country. Thus, every Vietnamese citizen, whether in the public or private sector, whether at home or abroad, if they have enough qualities, capacity, ethics, qualifications, and talent, strive for the country, for the people, for the revolutionary cause of the Party and the nation, and know how to put the interests of the people and the nation above all else, can be recruited and assigned to important, suitable, and worthy positions to be able to contribute the most to the country and the people.

The 12th Central Conference introduced a new approach, with more flexibility and softness in personnel work. Previously, the cadre team was often included in the planning and only used cadres within the planning.

However, this time, due to the requirements of the new era, the revolutionary nature of the renovation and the organization of the political system, personnel work must be different. Just using cadres in the planning is not enough.
