The Ministry of Education and Training has just announced the draft Resolution of the National Assembly on a number of specific mechanisms and policies to make breakthroughs in education and training development. The draft Resolution is designed to institutionalize major policies and guidelines on education and training, including Resolution No. 29-NQ/TW on fundamental and comprehensive innovation in education and training, and Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.
The first group of policies proposed in the draft is on organization, human resources and administration, aiming to solve the human resource problem in the education sector, including the local shortage of teachers, inadequate remuneration and administrative barriers in recruiting and using talents and experts.
In which, the direct management agency appoints the head and deputy head of public higher education and vocational education institutions in accordance with Party regulations and relevant laws (except for National Universities); is allowed to stipulate the number of deputy heads different from the personnel structure in the transitional period of abolishing the school council of public higher education institutions.
The Director of the Department of Education and Training has the authority to recruit, receive, mobilize, transfer, and second teachers, educational managers, and staff in public preschool and general education institutions in the province.
The Minister of Education and Training promulgates regulations on standards and criteria for Directors and Deputy Directors of Departments of Education and Training to ensure the selection and appointment of people with professional qualifications, management capacity and experience suitable to the requirements of leadership and management of the local education sector.
Regarding special preferential allowances: Increase the vocational preferential allowance to a minimum of 70% for preschool, primary and secondary vocational school teachers; 30% for school staff; 100% for teachers working in areas with particularly difficult socio -economic conditions, educational institutions for the disabled, and specialized schools. The policy directly concretizes the requirements in Resolution 71-NQ/TW, which is a strategic and urgent solution to prevent teachers from leaving the profession, create attraction for new recruitment, and gradually resolve the current teacher shortage.
Regarding recruitment mechanism: Allow localities to apply flexible remuneration policies, which may not depend on the general civil servant salary scale system, creating conditions for equal competition in the global labor market.
Regarding the co-organic mechanism: Allowing experts and scientists from research institutions, medical facilities, and businesses to concurrently teach and research at educational institutions to optimize the society's high-quality intellectual human resources, without increasing the payroll, while strengthening the link between training - research - production and business.
