In guiding the implementation of digital transformation in teaching, learning, testing and assessment for the 2025-2026 school year, the Ministry of Education and Training requested the Departments of Education and Training to continue implementing Circular No. 09/2021/TT-BGD&DT dated March 30, 2021 of the Minister of Education and Training regulating the management and organization of online teaching and learning in general education institutions and continuing education institutions; maximize the benefits of learning management software (LMS) in online teaching and learning activities, monitor and analyze the learning process of learners; make teaching and learning in the digital environment an essential, daily educational activity for every teacher and every learner.
The Department of Education and Training researches, applies and deploys advanced teaching and learning models on digital platforms in the direction of combining, increasing interaction and experience suitable to actual conditions and needs (smart classrooms, interactive learning, self-study with virtual assistants).
At the same time, AI applications must be deployed responsibly, with a roadmap suitable for each level of education, each locality, and each target group with a learner-centered perspective, with teachers and education managers as the pioneers; teachers must regularly update and innovate teaching, learning, testing, and assessment methods to adapt to the context of AI transformation in education.
The Ministry of Education and Training also requested that Departments of Education and Training actively and proactively develop shared digital learning materials to serve teaching, learning, testing and assessment; promote regular online assessment; conduct periodic assessment on computers where needed and ensure conditions for implementation.
Training and fostering (in a combined online and in-person format) to improve digital capacity and AI capacity for teachers, education managers, and learners; prioritizing content related to practical work such as IT application skills in state management, school administration, teaching, building digital learning materials, organizing online teaching, and applying AI to organize educational activities.
Continue to effectively deploy the electronic library system (software and database for digitizing books), connect with digital learning repositories, and share digital resources among educational institutions, educational administrators, and teachers. Synchronously deploy solutions to ensure the safety of the digital educational environment in schools.
