More importantly, it is necessary to strengthen cohesion and tighten solidarity among districts in the capital.
Maintain the leading position
According to the assessment of Nguyen Van Chi, Deputy Chief of the Standing Office of the Hanoi New Rural Development Program Coordination Office, the capital support from the districts has helped the National Target Program on New Rural Development of the City to achieve faster progress in both quantity and quality. The appearance of Hanoi's countryside is increasingly improving, continuing to maintain its position as the leading flag of the country in new rural development.
As of October 2024, 18/18 district-level administrative units of Hanoi have been recognized by the Prime Minister as meeting new rural standards. 382/382 communes have completed new rural construction, 188 communes have met advanced new rural standards and 76 communes have been recognized as model new rural areas.
Recently, Thanh Tri district was honored to become the first locality in Hanoi to be recognized by the Prime Minister as an "Advanced New Rural District". Three other districts, including Dong Anh, Gia Lam, and Hoai Duc, have also completed the appraisal steps and are submitting their dossiers to the Central New Rural Appraisal Council for consideration and recognition of the completion of the task of "Advanced New Rural District".
In addition, Hanoi has also achieved and basically met 8 conditions as prescribed in Decision No. 321/QD-TTg of the Prime Minister. The Hanoi New Rural Development Program Coordination Office is actively completing documents to submit to competent authorities for consideration and appraisal of the City's completion of the new rural construction task in 2024.
Chairman of the People's Committee of Ba Vi district, Do Manh Hung, said that the locality had a very difficult starting point; not only was it far from the center and had diverse terrain, the district also had 7/14 communes in ethnic minority and mountainous areas. That's why it wasn't until mid-September 2023 that Ba Vi district was recognized by the Prime Minister as meeting new rural standards - the last district-level administrative unit of Hanoi to reach the finish line.
In the achievements of building new rural areas after nearly 15 years of efforts of Ba Vi district, along with the attention and great investment of the city, the united efforts of all classes of people, Mr. Do Manh Hung emphasized the spirit of solidarity, mutual love, and active support of the government and people of inner-city districts.
“The district has received hundreds of billions of VND in support from districts such as Tay Ho, Thanh Xuan, Hoan Kiem, Cau Giay… to invest in the construction of dozens of socio-economic infrastructure projects. This is an extremely important premise to help Ba Vi complete and improve the criteria, reaching the finish line of a new rural district…” - Mr. Do Manh Hung emphasized.
Mutual support for a developing Hanoi
Hanoi identifies the construction of new rural areas as a long-term process, with a starting point and no end point. Therefore, departments, branches and localities need to continue to pay attention, mobilize and allocate resources to complete and improve the criteria for new rural construction; strive to build rural areas into livable hometowns.
For districts, the City Party Committee proposed to continue to pay attention and allocate funds to support districts, focusing on helping remote, ethnic minority and mountainous areas with many difficulties. At the same time, strengthen connections and mutual support in other areas of economic and social life, for an increasingly comprehensive Hanoi.

Deepening district-county relations
The capital of the districts supporting the districts is balanced and arranged from the State budget, or in other words, the support fund of the people of the districts for the people of the districts with many difficulties. Sharing is a great motivation and resource to help the districts complete many criteria of physical facilities, economic and social infrastructure, thereby taking a step further towards the new rural goal.
Vice Chairman of the People's Committee of Soc Son district Do Minh Tuan said that as a locality with a low starting point, the district's new rural construction has encountered many difficulties. Therefore, support from the districts is extremely meaningful, helping the locality reach the "New Rural District" finish line in 2021.
“We are well aware that the support resources from the districts are a very valuable sharing. Therefore, the effective management and use of economic and social infrastructure works is both an obligation and a responsibility, so as not to disappoint the people of the inner city districts…” - Mr. Do Minh Tuan shared.
Talking to reporters of Kinh te & Do thi Newspaper, Vice Chairman of Tay Ho District People's Committee Nguyen Thanh Tinh said that in reality, the locality still has certain difficulties in terms of investment budget; however, compared to suburban districts, the resources are better. Implementing the direction of the Hanoi Party Committee, from June 2020 (when Resolution 115 was issued by the 14th National Assembly) to now, the district has spent nearly 341 billion VND to support 8 districts in building new rural areas.
“The Party Committee, the government and the people of Tay Ho district consider the support as a way to share the difficulties of the suburban districts that still face many difficulties. This is also the joint responsibility of the Party Committee, the government and the people of Tay Ho district in completing the city's development goals, including Program No. 04-CTr/TU of the Hanoi Party Committee for the 2021-2025 term,” Mr. Nguyen Thanh Tinh added.
Up to now, the projects invested and built with the support funds of the districts have been showing positive results. The districts are continuing to direct the management agencies and units to use the socio-economic infrastructure projects effectively and for the right purposes. First of all, to avoid wasting public assets; secondly, to not disappoint the districts' efforts.
Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen acknowledged that the correct and humane policy of the 14th National Assembly, the attention and direction of the Hanoi Party Committee - People's Committee and the synchronous and effective implementation from the city to the grassroots level, have contributed to creating a strong change in the appearance of rural areas, improving the quality of life of the people.
“Resolution 115 of the 14th National Assembly has contributed to bringing positive results in the construction of new rural areas in Hanoi; bringing the countryside closer to the city. More importantly, it has contributed to strengthening the connection and solidarity between localities, building an increasingly strong political system in the capital…” - Mr. Nguyen Manh Quyen emphasized.
Need to establish new values
Along with resources to support investment in upgrading infrastructure from districts to districts, developing new connections to maximize the strengths of localities is extremely important.
To do that, districts need to proactively exchange to establish new values, thereby building cooperation orientations in various fields to promote long-term economic, cultural and social development, in accordance with the practical requirements of the capital.
