Germany supports the implementation of clean energy development and energy security projects in Vietnam

On October 1, in Hanoi, the Department of Innovation, Ministry of Science and Technology and the German Agency for International Cooperation (GIZ) officially exchanged an agreement to implement the project "Clean, affordable energy and energy security for Southeast Asian countries implemented in Vietnam" (CASE Vietnam).

The event was held at the National Innovation Center (NIC), with the participation of leaders of the Department of Innovation, representatives of functional units of the Ministry of Science and Technology, leaders of GIZ and the CASE Project, in response to the National Innovation Day 2025, and at the same time emphasizing the role of the CASE Vietnam project in promoting innovation in the energy sector.

The CASE project aims to support Vietnam in its energy transition, aiming to build a sustainable, reliable and affordable energy system, while contributing to the realization of Vietnam's commitments in the Paris Agreement.

The focus of the project is to build a scientific and practical foundation to promote technology transfer, development and innovation in the energy sector; assess the technological capacity of enterprises, institutes and schools; strengthen the connection between research and enterprises in receiving and applying technology from abroad; and forecast human resource needs in the energy transition process in Vietnam.

With this orientation, the project has four main components including: Research on innovation in the field of renewable energy; strengthening capacity for applied research, technology development and innovation in renewable energy; promoting technology transfer; and other support activities.

The German Government, through the Ministry of Economic Affairs and Energy, has entrusted GIZ with project management, with the German Innovation Agency acting as project owner and directly receiving technical support from GIZ.

Vietnam has made a strong commitment at COP26 to achieve net zero emissions by 2050. This is not only a big challenge, but also an opportunity to reshape the national development model towards a greener and more sustainable direction. In this process, innovation is considered a key driving force to realize the goal.

With that role, the Vietnam CASE Project will make an important contribution to strengthening the science and technology foundation, promoting the innovation ecosystem in the clean energy sector, expanding international cooperation, thereby contributing to putting Vietnam's commitments into concrete actions.

Mr. Nguyen Mai Duong, Director of the Department of Innovation, emphasized that the Ministry of Science and Technology is focusing on promoting policies to support innovative enterprises, enhancing research and transfer of clean energy technology, connecting research institutes-universities-enterprises, developing the science and technology market, and improving the capacity to localize renewable energy technology.

“The CASE Vietnam project will contribute to supporting Vietnamese enterprises to participate more deeply in the global value chain in the clean energy sector,” affirmed Mr. Nguyen Mai Duong.

Mr. Sascha Hocke, Deputy Country Director of GIZ in Vietnam, emphasized: Technology and innovation are at the heart of the energy transition. Germany’s energy transition has shown that policy, research and cooperation between government, academia and business can open up new industries, new jobs and encourage active community participation.

“Vietnam’s recent policy directions, such as Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation and Resolution 70 on ensuring national energy security until 2030, with a vision to 2045, will create a solid foundation for the energy transition in Vietnam. Germany is committed to sharing lessons learned, jointly exploring advanced technologies and supporting Vietnam in strengthening its innovation ecosystem,” said Mr. Sascha Hocke.

Regarding the project, Ms. Vu Chi Mai, Director of CASE Vietnam Project shared: “During the implementation phase in Vietnam, CASE will focus on connecting domestic units with international organizations in technology research and development, research on innovation index in the renewable energy industry, assessing the financial resources and infrastructure capacity of companies in Vietnam in providing renewable energy equipment and services... The project is expected to contribute to promoting the energy innovation ecosystem, and implementing a fair and efficient energy transition”.

The project is one of the important components in the energy and innovation cooperation between Vietnam and Germany. The signing and implementation of the CASE Vietnam Project not only contributes to promoting sustainable energy transition, but also vividly demonstrates the friendship, long-term cooperation and trust between the two countries, towards the 50th anniversary of the establishment of Vietnam-Germany diplomatic relations in October 2025.
