Ea Sol - from key commune to bright spot in security and order

Along both sides of the roads, many new, solidly built, spacious houses are springing up more and more, making the countryside more prosperous.

In particular, Ea Sol used to be a key commune in terms of security and order in Dak Lak province, but in recent years, especially since the regular police force was increased to work as commune police, Ea Sol has become a bright spot in terms of security and order.

A difficult time

In a conversation with us, Vice Chairman of the People's Committee of Ea Sol Commune, Huynh Van Vinh, shared that Ea Sol has a natural area of ​​more than 23,163 hectares, with a population of 3,357 households and more than 15,138 people, including 13 ethnic groups living together, of which ethnic minorities account for 62%.

Due to the specificity of the area being bordered, being the gateway between Ea H'leo district, Dak Lak province and Phu Thien district, Gia Lai province, with a diverse population, many religions, and many ethnic groups living there.

In addition, in previous years, as a remote commune, the infrastructure was still poor, the economy and society were slow to develop, the people's lives faced many difficulties, a part of the people, especially ethnic minorities, had limited knowledge and awareness of the law. Taking advantage of that, hostile forces abroad have connected, enticed, incited, and enticed a part of ethnic minorities to engage in subversive activities, causing insecurity and disorder and crossing the border abroad.

On the other hand, the crime and law violations in the commune sometimes become complicated, with the emergence of cases of theft of agricultural products and intentional fighting causing injuries. Teenagers gather to race, causing public disorder and social evils, affecting the lives and activities of the people.

Lieutenant Colonel Nguyen Hong Thang, Head of Ea Sol Commune Police, said that during the events that disturbed security and order in the Central Highlands in 2001 and 2004, Ea Sol was one of the key areas of activity of Fulro elements. External reactionary elements connected via the Internet with Fulro elements in villages to propagate against the Party and the State.

Some individuals have secretly gone to villages to entice, entice, incite, and influence gullible ethnic minorities, causing division in the great national unity bloc, disrupting security and order, and affecting the lives of villagers.

Together with Major Y Tu H'Wing, an officer of the Ea Sol Commune Police, we met Mr. Nay Bien, a Gia Rai ethnic in Bung Tang village, one of the people who was lured and lured by reactionary elements to illegally cross the border to Laos and Thailand and now lives in the locality.

Sitting in the newly completed house, Mr. Nay Bien did not hesitate to tell about his sad past and mistakes: “Due to limited knowledge and awareness, and at that time, accessing information about the economic and social situation in the province and the whole country was still difficult, so I listened to the bad guys to propagate and incite people in the village and commune, and was criticized by the local authorities three times in 2003, 2008 and 2012. In March 2015, listening to the enticements, I hid my wife and children and illegally crossed the border to Laos and Thailand.

Mr. Nay Bien (wearing a T-shirt) recounts the years of hardship when he listened to the temptation of bad guys to cross the border to Thailand.

“During my time in Thailand, life was extremely miserable, the rented house was cramped and lacking in everything. I couldn’t go anywhere all day, after work I had to go back to my place to rest, no one visited me. I waited until July 2015, but no one said anything or took me to a third country as promised, but just left me to work for a living in a foreign land. Only then did I realize that I had been deceived. Thinking back on what I had done, I felt both ashamed and regretful, so I cried every night and the longing for my wife, children, village, and fields surged up, urging me to find a way to return to my family and village. During July 2015, I contacted the Ea H’leo District Police by phone to be guided to return home and rebuild my life on a bright path,” Nay Bien confided.

Faced with the complicated security and order situation in Ea Sol commune, with the comprehensive investment attention of the Party, State, province and district, especially the implementation of the national target program on new rural construction.

Along with that, from 2019 up to now, implementing the policy of the Ministry of Public Security, Dak Lak Provincial Police has mobilized regular police forces to take on the positions of Commune Police, and at the same time focused on directing Ea Sol commune to strengthen the movement of the entire people to protect the national security to develop deeply and effectively, creating a solid position to prevent and combat all types of crimes, and stabilize security and order in the area.

Vice Chairman of the People's Committee of the commune, Head of the Steering Committee for crime prevention, social evils and building a movement for the entire people to protect national security in Ea Sol commune, Huynh Van Vinh, said that since the regular police force was mobilized to the commune, they have actively advised the Party Committee and the People's Committee to consolidate the Steering Committee, and at the same time effectively implemented measures to ensure political security and social order and safety in the area, in which the work of launching a movement for the entire people to participate in protecting national security is identified as the key and breakthrough content.

With the active participation of the entire political system and the joint efforts of the people, at the same time, Ea Sol Commune Police have deployed synchronously, regularly, continuously and diversely various forms of propaganda.

Specifically: launching propaganda campaigns, through model activities, clubs, writing news and articles about good people, good deeds, and advanced examples posted on the Commune Police's Zalo page and group and social networking sites to mobilize people to actively participate in the movement of the whole people protecting national security.

Since the regular police force came to work as the commune police, the Ea Sol commune police have advised the Party Committee, the People's Committee of the commune and mobilized people to contribute to installing 92 security surveillance cameras at locations, central routes of the commune, intersections, inter-village and inter-commune road intersections...

In addition, the Commune Police force coordinated with the Commune Military Command to organize hundreds of patrols and controls, proactively detected and advised on handling dozens of cases of social order violations; organized more than 1,000 households to sign a commitment not to store, transport, buy, sell and use dangerous toys of unknown origin; mobilized the collection of homemade guns among the people...

At the same time, advise on the construction, development and regular maintenance of 25 economic and social development models in the commune's organizations associated with the task of participating in ensuring security and order in the area with hundreds of participating members.

Through the surveillance camera system, the Ea Sol Commune Police force has promptly detected and exploited a lot of information on crimes and law violations to promptly fight and handle them.

Since its establishment, the models have brought about practical results, contributing to ensuring security and order in the area. In particular, the model "3 safeties to ensure security and order at the Protestant Association of Ea Sol commune" stands out with the goals: Safety of religious activities; safety of property and people; safety of political culture of religious people.

Since its establishment, the model has promoted the role of the Executive Committee together with the local government in mobilizing and propagating religious followers to practice religious activities in accordance with the law, live a good life and follow the religion with the people of the whole commune to ensure security and order, and build a peaceful, prosperous and happy life.

Pastor Y Yo Xue Ksor, in charge of the Ea Sol Commune Protestant Association, shared: “Responding to the movement to keep peace in the village, in recent times, the Association has always propagated and educated parishioners to promote the tradition of solidarity, strictly obey the law, not let family members violate the law and focus on taking care of economic development, improving material and spiritual life, especially not listening, not believing and not following the enticements and incitements of bad people, when discovering strangers entering the village, immediately report to the local authorities, keeping peace in the village”.

The lives of local people have become truly peaceful.”

In a conversation with us, Lieutenant Colonel Nguyen Hong Thang, Head of Ea Sol Commune Police, shared that from 2019 to now, along with advising the Party Committee and the People's Committee of the commune to promote the movement of all people participating in protecting national security; deploying models to ensure security and order, officers and soldiers of the commune police do not hesitate to face difficulties and hardships day and night, closely following the base to patrol and guard; coordinate with socio-political organizations, village and hamlet self-management boards, village elders, prestigious people, religious dignitaries and officials to propagate and mobilize people to well implement the Party's guidelines and policies, the State's policies and laws and local regulations; at the same time, manage, educate, and help reform those who have gone astray, returned to the bright path, cared for economic development, and built a prosperous and happy life right in their village.

When returning to the bright path, Nay Bien was educated, encouraged and helped by cadres, village elders and Ea Sol Commune Police to become a good economic household in Ea Sol Commune.

Nay Bien in Bung Tang village confided: “When I returned to my hometown, I was educated, encouraged and helped by the cadres, village elders and the Commune Police, so I realized my previous wrongdoings and violations of the law. Since then, I have always strictly followed the Party's guidelines and policies, the State's policies and laws, taken care of economic development and improved all aspects of my family's life. There is no place like my village, my homeland and my country. If I am diligent and hard-working, I will have a prosperous, full and peaceful life. The rich and happy life that bad people spread is just an illusion and a fraud. Their purpose is to destroy the great national unity, oppose the Party, the State and the peaceful and happy life of the villagers.”

From the painful lessons he has experienced, since returning to the bright path until now, Nay Bien has not only risen to become a good businessman but also actively participated with the police officers and the village self-management committee to propagate and mobilize people in the village and commune not to listen, not to believe and not to follow the incitement and provocation of bad people, and to strengthen the building of great national unity.

Chairman of the People's Committee of Ea H'leo district Nguyen Van Ha said that in the past, the security and order situation in Ea Sol was complicated, at one point it was a key commune in terms of security and order in the province. However, in recent years, especially since the regular police force was strengthened to work as the commune police, the commune police force has proactively advised the Party Committee, the People's Committee of the commune and coordinated with the commune's mass organizations and the self-management boards of the villages and hamlets in the area to strengthen the work of building and developing the movement of the entire people to protect the national security more and more deeply and with positive changes.

In addition, Ea Sol Commune Police have deployed many effective and practical mass self-management models, contributing to crime prevention and ensuring security and order in the locality, thereby helping Ea Sol from a "hot spot" to become a bright spot in security and order in the province.

At the end of 2020, Ea Sol was removed from the complicated commune in terms of security and order; in 2021, it was recognized as a commune without drug abuse and at the end of 2023, Ea Sol commune met the new rural standards, which are proof of that.
