EU imposes anti-dumping duties on hot-rolled steel from Vietnam, Japan, Egypt

(Dan Tri) - The European Commission has just officially imposed anti-dumping tax on some hot-rolled steel products imported from Vietnam. Products from Japan and Egypt are also included in this round.

Information from the Department of Trade Defense ( Ministry of Industry and Trade ) said that the European Commission (EC) has just issued Decision implementing EU 2025/1919, officially imposing anti-dumping tax on some hot-rolled steel products imported from Vietnam, Egypt and Japan.

The decision came after a lengthy investigation, which concluded that dumping had caused significant injury to the European Union (EU) steel industry.

In Vietnam, an anti-dumping tax of 12.1% is applied to Formosa Ha Tinh Steel Corporation and other enterprises.

Notably, Hoa Phat Dung Quat Steel Joint Stock Company, a member of Hoa Phat Group, enjoys a 0% tax rate.

Definitive anti-dumping duties are imposed on imports of certain flat-rolled products of iron, non-alloy or other alloy steel, whether or not in coils, not further worked than hot-rolled, not clad, plated or coated.

In addition, there are excluded products such as stainless steel products and grain-oriented silicon electrical steel products; tool steel and high-speed steel products; products, not in coils, without relief patterns, with a thickness exceeding 10 mm and a width of 600 mm or more and products, not in coils, without relief patterns, with a thickness of 4.75 mm or more but not exceeding 10 mm and a width of 2,050 mm or more.

The final antidumping duty rates apply to the net, pre-duty free-trade prices of the products described in paragraph 1 and produced by the companies listed below, as follows:

In the notice of initiation of investigation, the EC provided details related to the requesting party, the goods under investigation, the dumping allegations, damages, the allegations of input material price intervention, the investigation procedure and related deadlines...

The Trade Defense Department has previously recommended that the Vietnam Steel Association and enterprises producing and exporting investigated goods carefully study information and documents, and fully cooperate with the EC to provide information and documents in accordance with the prescribed format and time limit.

Cold-rolled steel is an essential material in many industries such as automotive, electronics and construction. Dumping not only affects steelmakers but also threatens the stability of European industrial supply chains, according to the regulator.

If the investigation results confirm dumping, the EU could impose additional import duties to protect the domestic steel industry. However, this also poses a challenge for businesses using steel as an input material, as production costs could increase significantly.

The countries under investigation are likely to respond with legal or trade measures, increasing tensions in economic relations with the EU.

In the context of the widespread trend of trade protectionism, the Trade Remedies Authority believes that this investigation is not only a technical issue but also a strategic one. It demonstrates the EU's efforts to maintain domestic production capacity, protect jobs and ensure fairness in international trade.
