Attaching responsibility to the head in developing social housing

Deputy Prime Minister Tran Hong Ha signed Decision No. 927 promulgating the plan to implement Directive No. 34 of the Secretariat on strengthening the Party's leadership in social housing development in the new situation (Plan).

The purpose of the Plan is to thoroughly grasp, organize and implement fully, qualitatively and effectively the tasks and solutions in Directive No. 34; create strong changes in the awareness and actions of ministries, branches, local authorities and people on social housing development; improve the effectiveness and efficiency of state management, build mechanisms, policies and allocate resources for social housing development.

The plan clearly states that ministries, ministerial-level agencies, government agencies, and authorities at all levels focus on directing the effective implementation of five tasks and solutions, including propaganda, raising awareness and sense of responsibility for social housing development; reviewing and perfecting policies and legal systems related to social housing ;

Improve the effectiveness of State management and coordination responsibility of agencies, organizations and enterprises in developing social housing and implementing housing support policies for beneficiaries of social housing support policies; mobilize and effectively use capital sources for social housing development; innovate methods and models of social housing management and development.

The Deputy Prime Minister directed to raise awareness and sense of responsibility for social housing development; ministries, ministerial-level agencies, government agencies, and authorities at all levels to organize research, disseminate, propagate, and popularize the contents of Directive No. 34 and guiding documents in various forms, considering this one of the key tasks that need to be prioritized in the country's socio -economic development.

Raise the responsibility of heads of agencies, organizations, businesses and social communities for social housing development work.

"Focus on leadership, direction, promoting the role and responsibility of leaders in improving the quality and effectiveness of social housing development work; including social housing development targets in the system of 5-year and annual socio-economic development targets of the locality," the Decision clearly stated.

Regarding the review and improvement of policies and legal systems related to social housing, the Deputy Prime Minister directed that it is necessary to promulgate favorable and proactive mechanisms and policies for localities to allocate budgets to invest in building social housing projects, carry out compensation, site clearance, and resettlement support to have clean land for social housing.

Investing in technical infrastructure outside the social housing construction investment project, connecting technical infrastructure systems, ensuring synchronous social infrastructure within and outside the project scope.

Issue specific mechanisms and policies on social housing for workers and housing development for the people's armed forces. Complete the law and create favorable mechanisms and policies for the Vietnam General Confederation of Labor to participate in social housing development using trade union financial resources.

Promote administrative procedure reform, create favorable conditions for businesses to participate in investing in social housing development, beneficiaries can easily access social housing ; minimize the time to carry out administrative procedures in investment, construction, business, purchase, sale, management and use of social housing .

There are mechanisms and preferential policies to encourage the development of social housing towards a green model, energy-saving use, sustainable development, and low carbon emissions.

In particular, the Decision emphasizes the priority of allocating appropriate and timely state budget capital from the central and local levels to ensure the implementation of social housing development goals. The State focuses on developing social housing for rent in urban areas using public investment capital.

Promote the socialization of capital sources for social housing development, especially from domestic and foreign enterprises. Review and remove difficulties and obstacles to effectively implement the social housing support loan program.

Expanding capital sources for social housing development from local development investment funds and foreign capital sources.

Encourage the formation of investment funds, investment trust funds and joint ventures and associations to implement social housing projects.

Arrange sufficient budget capital for the Social Policy Bank and commercial banks designated by the State to provide preferential loans for social housing development.

Finally, review, innovate, and continue to expand the preferential loan program for individuals and households to buy, rent, or hire-purchase social housing according to the social housing policy.
