Localities lack determination, risk of slow progress on social housing nationwide

The Ministry of Construction stated that although some important results have been achieved, the development of social housing still has some shortcomings and limitations.

According to the statistics of the Ministry of Construction on the results of the implementation of the Project of 1 million social housing apartments, up to now, the whole country has 692 social housing projects being implemented with a scale of 633,559 apartments. Of which, 165 projects have been completed, with a scale of 110,436 apartments; 147 projects have started construction, are being implemented with a scale of 135,033 apartments and 380 projects have been approved for investment policy, with a scale of 388,090 apartments.

Thus, the number of completed, started, and approved investment projects by 2025 reached 59.6% of the target set in the Project (investment in construction of about 1,062,200 units).

In the first 9 months of 2025 alone, the whole country has completed 43,681/100,275 units (reaching 43.6%), it is expected that by the end of 2025, an additional 39,245 units will be completed (total of 82,926/100,275 units, reaching 83%); 135,033 units are being invested in construction, of which 69 projects with a scale of 54,362 units have been started in the first 9 months of the year.

In the past 9 months, 4 localities have completed over 50% of the assigned targets, including: Bac Ninh , Quang Ninh, Nghe An, Lao Cai. Some localities are capable of completing or exceeding the targets, such as: Hai Phong City, Hue City, Tuyen Quang, Thai Nguyen, Phu Tho, Hung Yen, Bac Ninh, Quang Ninh, Nghe An, Tay Ninh, Ca Mau.

At the same time, localities with the ability to complete over 50% of the target include: Hanoi, Ho Chi Minh City, Da Nang City (Da Nang before the merger was able to complete 120% of the target), Can Tho City (Hau Giang before the merger was able to complete 100%), Lao Cai (Lao Cai before the merger was able to complete 89% of the target), Ninh Binh (Ha Nam before the merger was able to complete 117% of the target), Quang Ngai, Dak Lak (Dak Lak before the merger was able to complete 60% of the target), Dong Nai (Dong Nai before the merger was able to complete 102% of the target), Dong Thap ( Tien Giang before the merger was able to complete 78% of the target), An Giang (An Giang before the merger was able to complete 84% of the target)...

However, there are also many localities that have achieved less than 50%, including: Lang Son, Thanh Hoa, Ha Tinh, Quang Tri, Khanh Hoa, Gia Lai, Lam Dong (Dak Nong before the merger was able to complete 96%), Vinh Long (Ben Tre before the merger was able to complete 60%). Notably, 4 localities have not had projects started or invested in construction, such as: Cao Bang, Son La, Dien Bien, Lai Chau.

The Ministry of Construction stated that although some important results have been achieved, the development of social housing still has some shortcomings and limitations. The causes and shortcomings come from the fact that some localities have not really paid attention to the development of social housing; have not included social housing development targets in the local annual and 5-year socio-economic development plans; and have not established a Steering Committee for social housing development.

In fact, the number of completed projects has not reached the target. Some social housing projects have started but have not yet been implemented or are being implemented behind schedule.

Although localities have allocated large land funds, sufficient in quantity, for the development of social housing, the "quality" of this land fund is still not guaranteed. Many social housing plots are planned and arranged inappropriately, in places far from the center, lacking connections in technical infrastructure and social infrastructure, so they cannot be put into use immediately. Slow site clearance work has led to the failure to hand over the site to the investor, affecting the project's progress.

Many localities have not even allocated local budgets to carry out compensation, support, resettlement, and investment in technical infrastructure to have clean land funds. Some selected social housing project investors do not have enough financial capacity and experience, leading to slow project implementation - the Ministry of Construction pointed out.
