That was the direction of Vice Chairman of the Provincial People's Committee Nguyen Hong Hai during the morning inspection of 3 traffic works, including 2 key works: Van Thanh Bridge, DT.719B route Phan Thiet - Ke Ga section and DT.719B route Hon Lan - Tan Hai section on March 8. Also participating in the trip were representatives of relevant departments, branches and the People's Committee of Phan Thiet City, Ham Thuan Nam district and La Gi town.

Van Thanh Bridge Project, Phan Thiet City with a total investment of 225,257 million VND. The project started on December 30, 2022, expected to be completed on December 19, 2024. The total land area to be recovered is 1.66 ha/39 files (34 households and 5 organizations), of which Phu Tai ward has 0.85 ha/21 files and Duc Long ward has 0.81 ha/18 files. Up to now, the land recovery notice, inventory, and legal review of 39/39 files have been completed, reaching 100%. The People's Committees of the 2 wards have reviewed the legality of 32/39 files, reaching 82.1% (Phu Tai ward has 14/21 files, reaching 66.7%; Duc Long ward has 18/18 files, reaching 100%). The City Compensation Council has approved 18/39 files, reaching 46.2% (Phu Tai ward 4/21 files, reaching 19%; Duc Long ward 14/18 files, reaching 77.8%). The project's construction progress has reached about 43% of the contract volume.

Checking the progress of DT.719B route, Phan Thiet - Ke Ga section

Project to renovate the coastal axis road DT.719B, Phan Thiet - Ke Ga section with a total investment of 1,274,317 million VND. The project started on November 25, 2020, the Provincial People's Committee allowed to extend the construction period to December 31, 2024. The total land area to be recovered is 146.4 ha/314 records, of which Phan Thiet city has 64.5 ha/158 records and Ham Thuan Nam district has 81.9 ha/156 records. Up to now, the land recovery notice has been completed, inventory of 314/314 records has been completed, reaching 100%; legal review of 313/314 records has been completed, reaching 99.7% (Phan Thiet city has 158/158 records, reaching 100%; Ham Thuan Nam district has 155/156 records, reaching 99.4%); Approved compensation plans for 303/314 files, reaching 96.5% (Phan Thiet city: 151/158 files, reaching 95.6%; Ham Thuan Nam district: 152/156 files, reaching 97.4%). Paid money for 301/314 files, reaching 95.9% (Phan Thiet city: 149/158 files, reaching 94.3%; Ham Thuan Nam district: 152/156 files, reaching 97.4%). The district-level land fund development center coordinated with investors, construction units and localities to mobilize households to hand over the site in advance for about 21.42/25.61 km, reaching 83.6% (Phan Thiet city 12.06/12.3 km with 1 file remaining, reaching 98%; Ham Thuan Nam district 9.36/13.31 km with 3 files remaining, reaching 70.3%). The construction project reached about 72% of the contract volume.

The DT.719B coastal axis, Hon Lan - Tan Hai section, has a total investment of 663,812 million VND. The project started on December 15, 2022 and is expected to be completed on May 3, 2025. The total land area to be recovered is 41.8 hectares with 226 records (220 individuals and 6 organizations). Of which, La Gi town has 16.8 hectares/103 records and Ham Thuan Nam district has 25 hectares/123 records. Up to now, the land recovery notice has been completed for 226/226 records, reaching 100%; the Commune People's Committee has reviewed the legal status of 130/226 records, reaching 57.5% (La Gi town has 40/103 records, reaching 38.8%; Ham Thuan Nam district has 90/123 records, reaching 73.2%); The district compensation council approved 85/226 dossiers, reaching 37.6% (Ham Thuan Nam district 85/123 dossiers, reaching 69.1%); approved compensation plans for 43/226 dossiers, reaching 19.0% (Ham Thuan Nam district 43/123 dossiers, reaching 35.0%) and paid 40/226 dossiers, reaching 17.7%. The district-level land fund development center coordinated with investors, construction units and localities to mobilize households to hand over the site in advance for about 2.85/10.3km, reaching 27.6% (La Gi town 0.69/4.3km, reaching 16%; Ham Thuan Nam district 2.156/6km, reaching 35.9%). The construction project reached about 27% of the contract volume.

Through actual inspection and local reports, most of the projects are stuck with site clearance work. The Van Thanh Bridge project can only be constructed under the water surface, and the two ends of the bridge have not been constructed yet. Phan Thiet City is waiting for land price appraisal for compensation. The project to renew the coastal axis DT.719B, Phan Thiet - Ke Ga section, is stuck at the section where Tan Quang Cuong Company exploits titanium. Due to some procedures that must be submitted to the Central Government, the locality is passive in the site clearance stage. The coastal axis DT.719B, Hon Lan - Tan Hai section, is stuck in handling the price of agricultural land for active fresh water and salt water salt production land. In addition, 56 graves have not been relocated because the compensation price according to regulations is low (compensation for land graves is only 2.5 million VND, for built graves is 12.5 million VND), so people think it is not suitable.

Regarding this issue, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai directed the investor and the construction unit to find sources to provide additional support for the people.
