Urgently remove the bottleneck of land clearance

There are still many problems

The project to renovate and upgrade National Highway (QL) 14E passing through Thang Binh, Hiep Duc and Phuoc Son districts will start construction on March 7, 2023. Site clearance work for construction is assigned to the above districts for direct implementation.

Up to now, although it is the end of 2024, the project progress has not been able to be implemented as planned, when only a few sections of asphalt concrete have been paved through the communes of Binh Dinh Bac and Binh Tri (Thang Binh). Worryingly, the handover of the "leopard skin" site has caused the construction process to be interrupted, making the construction site messy.

Mr. Que Hai Trung - Deputy Director of Project Management Board 4 (project management unit) said that by early January 2025, the districts had handed over a total of 64/71.38km of land length (reaching 89.66%).

Specifically, Thang Binh handed over 14.61/17.4km (reaching 83.96%); Hiep Duc handed over 26.83/30.2km (reaching 88.12%); Phuoc Son handed over 22.56/23.78km (reaching 94.87%).

According to Phuoc Son's report, the district has handed over more than 22.8km (reaching 96% of the volume). Phuoc Son has basically completed the site clearance work, the remaining bottleneck is that there are 4 households building houses on land belonging to the former Projects 327 and 661; the district is studying to propose a relocation plan because these households are all poor households, building houses according to Resolution No. 12 of the Provincial People's Council.

In Hiep Duc, the determination of specific land prices according to the 2024 Land Law has not been completed. At the same time, 10 affected households located outside the land acquisition line through Que Tho commune (3 cases) and Tan Binh town (7 cases) have not had their plans approved.

In Tan Binh town alone, in addition to the 7 cases outside the line just mentioned, the locality has 113 households whose plans have not yet been approved; of which 64 households previously agreed to the plan but must re-list it according to the new Land Law. Regarding resettlement, 6 households in Binh Lam commune in this category are waiting for land allocation procedures and resettlement plans to be submitted for approval.

The biggest bottleneck is still the railway overpass area (in Binh Quy commune, Thang Binh). Of the total 59 affected households, the locality approved the compensation plan and site clearance for 45 households.

However, 26 households have not yet agreed for various reasons, such as low compensation price, the overpass opening will limit the value of the land plot and cause difficulties in trading and business. In addition, the locality has 10 cases that have approved the plan but refuse to receive the money (5 households in Binh Tri commune, 5 households in Binh Lanh commune).

Project Executive Director - Mr. Vo Ta Thanh said that the construction progress of the railway overpass took 16 months. According to the signed contract, the contractor will complete this project in November 2024.

However, due to site clearance issues, the completion time had to be adjusted and shortened to 9 months. However, whether the project can be completed or not still depends on the site clearance from the local authorities.

During a site inspection on the afternoon of December 18, 2024, Vice Chairman of the Provincial People's Committee Tran Nam Hung requested Thang Binh to hand over the railway overpass site by the end of February 2025; the sections still stuck with a few households must be handed over before Lunar New Year 2025.

The districts apply specific instructions and implement them. Then, the government will apply strong measures, instead of enforcing them on a household-by-household basis.

On December 31, 2024, the Chairman of the Provincial People's Committee issued Official Dispatch No. 10333 on the completion of site clearance work for the Project to renovate and upgrade National Highway 14E.

The Chairman of the Provincial People's Committee requested the Party Secretaries of Thang Binh, Hiep Duc, and Phuoc Son districts to focus on leadership and mobilize the entire local political system to continue to urgently and actively participate in organizing propaganda, mobilization, and explanation in many appropriate forms.

Chairmen of the People's Committees of the districts focus on directing resolutely and decisively to complete the work of compensation, site clearance, resettlement, and hand over the entire site to Project Management Board 4 before March 1, 2025 to organize the implementation of construction to complete the project to ensure progress; this is the final deadline, there must be no delay.

In particular, urgently resolve the "leopard skin" situation and hand over non-contiguous land plots to ensure construction conditions.

In particular, the Secretary of the District Party Committee and Chairman of the People's Committee of Thang Binh district focused on, resolutely directed, and urgently organized the completion and handover of the entire area of ​​the railway overpass to start construction.

In case of deliberate delay or failure to comply with the approved compensation plan, the construction protection or land recovery must be urgently organized in accordance with regulations, ensuring the above-mentioned time. Any locality that fails to ensure progress must take full responsibility before the Provincial Party Committee Standing Committee and the Provincial People's Committee Chairman.

The project to renovate and upgrade National Highway 14E has a total investment of VND 1,848,239 billion, using State budget capital in the medium-term public investment plan for the period 2021 - 2025. Thus, the project must be completed in 2025.

According to Mr. Nguyen Manh Thang - Deputy Director of Vietnam Road Administration (investor), Quang Nam needs to hand over the clean land for the railway overpass section in February 2025. Because according to the plan, this section must be completed in September 2025. In case the land is not met, the project will stop and recover capital to avoid wasting resources.
