Urgent completion of electronic medical records

In order to achieve the goal of the Ministry of Health, in early October 2025, all hospitals nationwide will put electronic medical records into operation. Currently, medical examination and treatment facilities in the province have been and are urgently completing this. This is an important step to improve the quality of medical examination and treatment, ensure transparency, safety and efficiency in management, towards building a modern health system, serving people better and better.

As a provincial level II hospital, Khanh Hoa Tropical Diseases Hospital has recently focused on investing in technology infrastructure, promoting the application of information technology in management, payment and data storage. On September 19, the hospital officially launched electronic medical records in medical examination and treatment, helping to standardize data, enhance connectivity, reduce administrative procedures, and improve treatment efficiency.

Dr. Ly The Huy - Deputy Director in charge of Khanh Hoa Tropical Diseases Hospital said: "Putting electronic medical records into operation instead of paper medical records has brought many practical benefits. The examination and treatment process is shortened, costs are saved, information security is improved, data management is accurate and better serves scientific research. This is an important step for the unit to move towards a smart hospital model, not using paper in the future."

Along with the synchronous investment in technology infrastructure, server systems, equipment and training for doctors and medical staff to use it proficiently, in September, Yersin Nha Trang General Hospital completed acceptance and officially put electronic medical records into use. After application, electronic medical records help shorten the examination and treatment process, improve the quality of treatment and create convenience for both patients and medical staff. According to Dr. Nguyen Dac Thuan - Director of Yersin Nha Trang General Hospital, previously, doctors were in charge of examination, nurses were in charge of data entry. Now, each doctor must directly operate on the computer and sign. There were many difficulties in the initial stage, but after a period of adaptation, the medical staff gradually got used to entering data and completing electronic medical records. Along with that, the hospital gradually added equipment, and the system has now operated stably.

Need appropriate support mechanisms

Implementing the digital transformation roadmap in the healthcare sector, electronic medical records are expected to replace paper records, contributing to improving management efficiency, saving costs and improving the quality of medical examination and treatment. However, in reality, when implementing, many medical facilities encounter many difficulties.

One of the biggest difficulties is that the cost of investing in technology infrastructure is not small, while the cost of applying information technology has not been included in the price of medical services, forcing hospitals to use other funds, creating a burden for units that are still facing budget difficulties. In fact, the information technology infrastructure in many hospitals, especially in remote and isolated areas, still does not meet the requirements. Many facilities are not equipped with modern server systems, and the internet connection is not stable, causing interruptions in the storage and exploitation of electronic medical records. In addition, electronic medical records require data connectivity between hospitals and medical facilities to ensure that patient information is centrally and consistently managed. However, currently, software in hospitals is provided by many different units, lacking consistency, leading to limited connection and data sharing between systems, reducing the effectiveness of electronic medical records...

Despite difficulties, under the strong direction of the Department of Health, by September 26, 100% of public hospitals in the province had synchronously deployed electronic medical records with the goal of reducing administrative procedures for medical staff and bringing direct benefits to patients. Through electronic medical records, data is centrally managed, information is transparent, significantly shortening the time for medical examination and treatment, while improving the quality of diagnosis and treatment.

However, for electronic medical records to truly come into practice, in addition to the efforts of medical facilities, it is necessary to have support in terms of mechanisms and policies from the State and synchronous investment capital for technology infrastructure at medical examination and treatment facilities. Only then can the implementation of electronic medical records achieve the set goals, towards a modern, transparent, patient-centered healthcare system, better meeting the health care needs of people in the digital transformation period.
