Accordingly, the Chairman of the Provincial People's Committee requested localities and units to closely monitor warning bulletins, forecasts and developments of the storm, and deploy proactive response plans.

In particular, at sea and on islands, the Provincial Military Command shall preside over and coordinate with coastal localities and relevant units to urgently count and grasp the number of boats, guide vehicles and boats (including fishing boats, transport ships, construction ships, tourist boats) to move to avoid storms or to safe shelters. Coordinate and guide the anchoring and arrangement of boats in storm shelters; prepare rescue forces and means to promptly handle bad situations that may occur; strictly manage the departure of boats. Check, review, and be ready to deploy plans to ensure safety for tourism activities on islands; organize the review and statistics of the number of aquaculture cages in sea areas (especially grasp the number of people on cages) to evacuate people when there is a storm situation. Proactively advise the Provincial People's Committee to decide to restrict or prohibit ships and vehicles from going out to sea and operating at sea when necessary.

The People's Committees of communes, wards and special zones organize statistics on the number of aquaculture cages in coastal areas; proactively deploy response measures and evacuate people when storms affect the province. Urgently notify people to harvest agricultural production early with the motto "green at home is better than old in the fields". Arrange forces to guard and block at culverts, spillways, areas with deep floods and fast-flowing water to ensure people's safety. Direct urban and tree management units to urgently check and prune trees that are prone to falling and do not ensure safety on roads; organize instructions for people to reinforce and brace their houses. Check advertising signs, direct the removal or support to ensure safety, avoid falling and causing damage to people's lives and property. Inform the situation and developments of storms and floods to tourist areas and resorts in the area so that organizations and individuals can be informed and proactively prevent. Arrange forces and means in vulnerable areas to promptly organize support for people to evacuate, provide relief, rescue and search and rescue when requested. Mobilize people in low-lying areas that are frequently flooded to proactively raise their assets and household items to avoid damage caused by rain and floods. Check and review culverts across the road, arrange forces and means to dredge and clear the flow at locations that do not ensure drainage capacity.

The Provincial Military Command and Provincial Police proactively organized a review of forces, prepared vehicles and equipment to ensure safety for forces participating in rescue and promptly deployed search and rescue work when there were situations caused by natural disasters.

The Departments of Agriculture and Environment, Industry and Trade, and Construction, according to their functions and tasks, direct, deploy, and guide localities to implement measures to reduce damage to agricultural production; reservoir safety; drainage of industrial zones and clusters; ensure traffic; and ensure construction safety. Reservoir management units organize 24/7 shifts, regulate, store water, and discharge floods appropriately to ensure project safety and limit flooding in downstream areas.

Khanh Hoa Newspaper, Radio, Television, and local press and media agencies increase the time and regularly broadcast information on the storm's developments so that authorities and people can grasp, proactively prevent and respond. Khanh Hoa Provincial Hydrometeorological Station promptly informs about the storm's developments, forecasts rain and risks of rain, floods, flash floods, and landslides so that relevant agencies and people can proactively deploy response measures.

According to the bulletin of the Khanh Hoa Province Hydrometeorological Station, at 7:00 a.m. on September 27, storm No. 10 was about 480km east-southeast of Hoang Sa special zone. The strongest wind near the storm center was level 11-12 (103-133km/h), gusting to level 15; moving in the West-Northwest direction at a speed of about 35km/h. This is a very fast moving storm (nearly twice the average speed), with strong storm intensity, wide area of ​​influence, and can cause combined impacts of many types of natural disasters such as: strong winds, heavy rains, floods, flash floods, landslides and coastal flooding.

Forecast until 7am on September 28, storm No. 10 is located in the sea area of ​​South Quang Tri - Quang Ngai. About 130km east-northeast of Da Nang city. The strongest wind near the storm center is level 12-13, gusting to level 16.

The specialized agency warns that the weather at sea and in coastal areas during the storm is extremely dangerous and unsafe for any vehicle or structure operating in the danger zone such as: cruise ships, passenger ships, transport ships, cages, rafts, aquaculture areas, dykes, embankments, coastal routes. Vehicles are highly likely to capsize and be destroyed.

In Khanh Hoa, from 7am on September 27 to 7am on September 28, there will be showers and thunderstorms in the province, with localized heavy rain and thunderstorms, with rainfall ranging from 30-60mm, and over 80mm in some places. The sea off the coast of Khanh Hoa province and Truong Sa Special Economic Zone will have southwest winds of level 6, gusting to level 8.
