On the afternoon of September 11, the Ministry of Finance and the Ministry of Industry and Trade jointly announced changes to retail gasoline prices. The effective time is from 3:00 p.m. the same day.
The regulatory agency decided to reduce the price of E5 RON 92 gasoline by VND100/liter and RON 95 gasoline by VND30/liter. After adjustment, the retail price of E5 RON 92 gasoline is VND19,750/liter and RON 95 gasoline is VND20,400/liter.
Diesel oil increased by 170 VND/liter to 18,640 VND/liter, kerosene increased by 50 VND/liter to 18,360 VND/liter; fuel oil decreased by 280 VND/kg to 15,090 VND/kg. The management agency still maintains not to draw from or spend from the price stabilization fund.
Thus, domestic gasoline prices have reversed after 3 consecutive increases. Since the beginning of the year, RON 95 gasoline has increased 21 times, decreased 17 times. Diesel has increased 19 times, decreased 17 times and remained unchanged once.
The fuel price stabilization fund of some key enterprises still recorded a large positive level because this fund has not been used in many recent management periods. The fund balance as of the end of the first quarter was more than 6,079 billion VND. Of which, the balance at the Vietnam National Petroleum Group ( Petrolimex ) accounted for half, at 3,082 billion VND.
The Ministry of Industry and Trade is seeking comments on a draft Circular regulating the roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam. The Ministry proposes that in phase 1 (from January 1, 2026 to 2030), all gasoline blended, mixed, and sold for use in gasoline vehicles nationwide will be E10 gasoline.
Phase 2 (from the beginning of 2031), all gasoline blended, mixed, and sold for use in gasoline vehicles nationwide will be E15 gasoline or bio-gasoline with other blending ratios prescribed by the Minister of Industry and Trade.
With domestic gasoline consumption estimated at 12-15 million m3/year, the amount of ethanol needed for blending is about 1.2-1.5 million m3/year. Meanwhile, domestic ethanol production capacity is currently only 450,000 m3/year, equivalent to 40% of demand, the rest must be imported.
Previously, from August 1, the two largest petroleum enterprises in the country, Vietnam National Petroleum Group (Petrolimex) and Vietnam Oil Corporation (PV Oil), piloted the sale of E10 gasoline in Ho Chi Minh City, Hanoi and Hai Phong.
Petrolimex is piloting the sale of E10 gasoline at 36 gas stations in Ho Chi Minh City (before the merger). PV Oil is piloting the sale of this gasoline at 4 gas stations in Hanoi and 2 in Hai Phong. Gas stations selected to pilot the sale of E10 RON 95 gasoline will stop selling E5 RON 92 gasoline.
