The total public investment capital plan for 2025 is 13,104 billion VND, 1,198 billion VND higher than the plan assigned by the Provincial People's Council at the beginning of the year (11,906 billion VND). Although this capital source has been allocated in detail, reaching 99.9% of the capital plan, by the end of July 2025, the disbursement rate of this capital source has not yet met the requirements and expectations set by the province. Currently, the disbursement volume has only reached over 4,000 billion VND, equivalent to over 30% of the total capital source allocated in detail.
The above situation has many factors, partly due to lack of filling materials; unstable prices of construction materials and fuels, often adjusted higher than the initial approval decision; lack of dumping sites; lengthy investment processes and procedures involving many levels and many sectors; transferring investors to implement projects and works due to organizational arrangement according to the Central Resolution.
Currently, the transfer of human resources, projects and transitional works belonging to 10 former district-level project boards (except Van Don and Co To) to 2 provincial-level project boards has been completed, however, the main difficulty is still the scarce supply of materials and the high price of materials. This problem has caused many difficulties for contractors in implementing projects, especially for transitional projects that are scheduled to be completed in 2025.
At construction sites, despite many difficulties, contractors are still striving to complete the project on schedule. For example, at the construction site of the National Highway 279 renovation and upgrade project, a large amount of machinery, equipment and workers are still working along the entire route to complete the items. The most bustling area is the intersection with National Highway 18 in Quang Hanh ward, where the contractor is focusing all resources to build the overpass. This is a large-scale project with complicated construction conditions due to unstable geology, problems in site clearance and high traffic density. However, with experience and capacity, the contractor has come up with suitable construction plans, taking advantage of favorable weather to speed up progress.
Mr. Do Tuan Anh, Supervision Consultant (Eastern Traffic Construction Design and Construction Consulting Joint Stock Company), said: Currently, the contractor has mobilized all necessary technical equipment to carry out the construction of the remaining bored piles, striving to complete these bored piles and install the National Highway 18 overpass girder in September 2025. During the construction process, the contractor regularly arranges warning forces to support traffic safety for people and vehicles passing through the construction area; at the same time, regularly inspect and ensure occupational safety and hygiene.
The end of the year is the ideal time for projects in Quang Ninh to speed up construction progress. Currently, 46 transitional projects with a total investment of more than 6,400 billion VND are being implemented by contractors taking advantage of favorable weather conditions. Units have also proactively prepared materials and plans for simultaneous construction.
Many other projects in the 2021-2025 medium-term public investment plan will also soon start construction, such as: Project to expand and upgrade Vietnam - Sweden Hospital; Project to renovate and upgrade National Highway 4B in Quang Ninh province; Project to repair and restore the aquatic sports stadium of Quang Ninh Provincial Sports Training and Competition Center; Road connecting Vung Duc Road Phase 2; Project to expand Obstetrics and Pediatrics Hospital Phase 2; Project to build a road connecting Ha Long - Cam Pha coastal road with National Highway 279...
Speeding up construction, settlement and capital disbursement will help Quang Ninh complete the public investment disbursement plan, creating momentum to achieve 14% economic growth in 2025 as set out in the target.
