Solving issues sent by Thanh Hoa City voters to the 7th Session of the 18th Provincial People's Council

Receiving opinions and recommendations from Thanh Hoa City voters sent to the 7th Session of the 18th Provincial People's Council, term 2021-2026, the Provincial People's Committee has directed provincial departments, branches, sectors, units and Thanh Hoa City People's Committee to focus on resolving issues of concern to voters.

Thanh Hoa City voters requested the province to pay attention to budget allocation plans and continue to complete the Ho Thanh II project according to the proposed plan.

According to the settlement results, the Ho Thanh II project is part of the expenditure task of Thanh Hoa City's budget. Every year, the City People's Committee always prioritizes the allocation of public investment capital with the total allocated budget up to now being 47 billion VND (12 billion VND in 2022, 15 billion VND in 2023, 20 billion VND in 2024).

Voters of Thanh Hoa City suggested that when establishing and implementing new plans in the area, it is necessary to pay attention to investing in and building cultural and sports facilities, entertainment areas, parks, trees... to meet the needs of entertainment, sports, recreation of the people and create a green - clean - beautiful space for the city. According to the results of the settlement, Thanh Hoa City People's Committee has assigned the City Construction Investment Project Management Board to be the investor to establish and adjust the 1/2000 scale zoning plans; review, adjust, and establish detailed plans at a scale of 1/500 in Thanh Hoa City.

Thanh Hoa City voters requested the province to promptly carry out site clearance compensation and project investment at the planning site No. 1642/QD-UBND, dated March 17, 2016 and planning site No. 6804/UBNDQLDT dated September 10, 2013 of the Provincial People's Committee in Phu Son Ward so that people can change their occupations appropriately and soon stabilize their lives. According to the settlement results, the City People's Committee is currently adjusting the zoning plan and reviewing the detailed plan. After the Provincial People's Committee selects an investor to implement the project, the work of site clearance, support and resettlement will have enough basis to be implemented.

Thanh Hoa City voters requested the province to urgently direct the resolution of existing problems in the implementation of the East-West Belt Road Resettlement Area project under planning scheme No. 121/UB-CN, dated November 3, 2003, Decision No. 1413/QD-UBND dated May 4, 2013 and Official Dispatch No. 3303/UBNDCN dated April 14, 2015 of the Provincial People's Committee to ensure the people's lives. According to the settlement results, in the immediate future, to completely resolve the long-standing complaints and petitions related to the LK6 area and the traffic route section A8-B8 of the planning scheme 1413/QD-UBND, the Provincial People's Committee is considering the proposal of the City People's Committee on the official dispatch requesting the Provincial People's Committee to allow the addition of the remaining resettlement land fund in the planning scheme 1606/QD-UBND dated May 2, 2019 for the project.

Voters of Thanh Hoa City requested the Provincial People's Committee to direct the early implementation of investment to complete the East-West Avenue Project of Thanh Hoa City, from Rung Thong Town, Dong Son District to National Highway 1A, Thanh Hoa City, Phase I; the route range from Km3+400 to Km3+750 and the North-South railway overpass, to ensure synchronous technical infrastructure system on the route; at the same time, overcome the situation of the Chi Giang 23 River dike (North Canal) not being embanked or paved; people dumping soil and waste rock haphazardly, causing congestion, traffic safety and urban beauty loss.

According to the settlement results, Thanh Hoa City People's Committee is currently implementing 3 projects, including: (1) North-South Railway Overpass Project and the road at both ends of the bridge belonging to the East-West Highway, Thanh Hoa City. This project has been approved by Thanh Hoa City People's Committee for a feasibility study report in Decision No. 11275/QD-UBND dated December 8, 2023, with a total investment of 647 billion VND, and is currently implementing the construction drawing design step. (2) The East-West Highway expansion project, from Cau Cao to Rung Thong town, has been approved by Thanh Hoa City People's Council for investment policy in Resolution No. 155/NQHDND dated December 17, 2020, adjusting the investment policy in Resolution No. 310/NQ-HDND dated March 8, 2024, with a total investment of 269 billion VND. Currently, the project is implementing the feasibility study report step. (3) Investment project to construct a number of additional items of the East-West Avenue project, Thanh Hoa City, from the intersection with National Highway 47 to National Highway 1A. The project has been approved by the People's Committee of Thanh Hoa City for its feasibility study report in Decision No. 9243/QD-UBND dated October 13, 2023, with a total investment of VND 93.3 billion, and is currently implementing the construction drawing design step.

Thanh Hoa City voters requested the province to pay attention to resolving the Ho Thanh New Urban Area Project, Area I, which has had a planning plan for a long time but has not yet been implemented. According to the settlement results, the Provincial People's Committee is assigning the Department of Construction to review and develop a plan to relocate agencies and offices. However, because the Thanh Hoa City zoning plans have not been approved, there is no basis for implementation according to Document No. 13368/UBND-CN dated September 12, 2023 of the Provincial People's Committee. After the plan is agreed upon and the agencies and offices are relocated out of the Ho Thanh area; based on the proposal of the City People's Committee, the Provincial People's Committee will consider the investment plan and form of project investment in accordance with the provisions of the law on investment and other relevant regulations.

Thanh Hoa City voters requested the province to have a specific strategy for public land funds serving static traffic purposes; consider building and approving plans for car parking lots in urban areas; at the same time, at new planning sites, it is necessary to plan parking areas for people. According to the settlement results, the City People's Committee has assigned the City Construction Investment Project Management Board to be the investor to establish and adjust the 1/2000 scale zoning plans; review, adjust, and establish detailed plans at 1/500 scale in Thanh Hoa City.

Thanh Hoa City voters proposed to consider and resolve the surplus of offices, cultural houses in the streets and villages after the merger; at the same time, expand and upgrade the cultural houses in use to meet the living needs of the people. According to the settlement results, on November 1, 2023, the Provincial People's Committee issued Official Dispatch No. 16445/UBNDKTTC on adjusting and supplementing the overall plan to rearrange and handle the houses and land of agencies, organizations and units under the management of Thanh Hoa City, unifying the plan to handle the surplus cultural houses in Thanh Hoa City; in which, 23 facilities have approved plans to sell assets and transfer land use rights. For facilities that are not eligible for handling, Thanh Hoa City People's Committee is requested to develop a plan to convert the function and purpose of using the works in accordance with the approved local land use planning and plan, ensuring practicality, efficiency and compliance with regulations.

Voters of Thanh Hoa City proposed to unify the policy for the People's Committee of Thanh Hoa City to record the collection of land use fees for resettlement, record the expenses of compensation for site clearance, support, resettlement or issue a document guiding the procedures for payment of compensation and resettlement support costs for households that have exchanged land to build surplus cultural houses after the merger. According to the settlement results, the Provincial People's Committee issued Official Dispatch No. 13329/UBND-KTTC dated September 9, 2022 to the People's Committee of Thanh Hoa City. Accordingly, the proposal of the People's Committee of Thanh Hoa City to continue to record the collection of land use fees for resettlement, record the expenses of compensation for site clearance, support, resettlement for the construction of 6 cultural houses in the streets and villages in Thanh Hoa City is not a basis for consideration, because it is not in accordance with the provisions of law.

Voters of Thanh Hoa City requested the Provincial People's Committee to direct functional units to strengthen the management of licensing of bars, pubs, and clubs to prevent potential risks of causing insecurity, disorder, and social evils from the beginning, avoiding the situation where licensing is easy but management is difficult; at the same time, strengthen propaganda so that owners do not take advantage of disguised bars, pubs, and clubs to organize illegal activities.

According to Report No. 825/BC-PC dated November 29, 2023 of the Provincial People's Council's Legal Committee, the above recommendation has been resolved. From 2022 to now, the units have coordinated with the Interdisciplinary Inspection Team of the People's Committees at all levels to conduct 21 inspections, imposing fines of nearly 600 million VND on the following acts: Trading in restricted production chemicals (N2O gas) without a business license, trading in goods of unknown origin and origin, violating regulations on ensuring fire safety... In particular, 15 cases and 67 subjects have been discovered and arrested for organizing the illegal use of narcotics at bar, pub, club, and lounge service establishments in the area. Currently, the Provincial Police are directing professional units to actively coordinate with relevant sectors to research and advise the Chairman of the Provincial People's Committee to issue regulations to put the number of establishments under strict management in the area; At the same time, continue to advise and direct the strengthening of inspection, combat and handling of violations; resolutely not allowing subjects to take advantage of these types of businesses to commit crimes.

Voters of Thanh Hoa City proposed that the province consider piloting the collection of fees for using sidewalks and roadways for parking on some qualified streets (especially in the city center wards). According to the results of the settlement, the City People's Committee assigned the People's Committee of Dien Bien Ward to preside over and coordinate with relevant units to organize and implement the exploitation of road traffic infrastructure assets such as roadways and sidewalks on some streets in the ward effectively; ensuring social order in the area and traffic safety on the streets.
