This morning, May 30, the monitoring delegation of the Provincial People's Council Standing Committee led by Vice Chairman of the Provincial People's Council Nguyen Tran Huy worked with the Provincial People's Court to monitor the trial of criminal cases in the 2020-2023 period in the whole province.

During the period 2020 - 2023, the total number of criminal cases handled by the two-level People's Court was 1,544 cases/2,450 defendants and resolved 1,543 cases/2,447 defendants, reaching a rate of 99.9%. Of which, 1,489 cases/2,302 defendants were brought to trial, 7 cases/11 defendants were suspended, and 47 cases/134 defendants were returned for further investigation.
The total number of criminal cases handled by the District People's Court is 1,352 cases/1,955 defendants and the settlement results are 1,351 cases/1,952 defendants, reaching a rate of 99.9%.
The total number of first-instance criminal cases handled by the Provincial People's Court was 192 cases/495 defendants and the resolution of 192 cases/495 defendants reached 100%. Common crime groups brought to trial: Crimes against health and life: 16 cases/21 defendants, accounting for 8.3%, drug crimes: 91 cases/173 defendants, accounting for 47.4%...
Trial results of 178 cases/419 defendants, including: Death penalty for 27 defendants, life imprisonment for 30 defendants, fixed-term imprisonment for 222 defendants, suspended sentence for 22 defendants, non-custodial reform for 4 defendants, fines for 113 defendants, warning for 1 defendant, no defendant was exempted from punishment. Returned files for additional investigation for 14 cases/76 defendants, accounting for 7.3%. In total, the defendants appealed or the Procuracy protested the appeal trial for 82 cases, including: 70 cases appealed, 12 cases protested. No verdict was overturned by the superiors according to the appeal procedure.
The total number of criminal appeal cases handled by the Provincial People's Court was 111 cases/130 defendants and the result was 111 cases/130 defendants, reaching 100%. The Provincial People's Court tried 70 cases/86 defendants, of which: 1 defendant was exempted from criminal liability, 1 defendant was changed from suspended sentence to imprisonment, 6 defendants were changed from imprisonment to suspended sentence. At the same time, 15 defendants were reduced in sentence, 1 defendant was given a lighter sentence; 3 defendants were increased in sentence. The number of cases suspended was 41 cases/44 defendants due to withdrawal of appeals and protests.
During the 2020-2023 period, the trial of criminal cases basically ensured the right person, right crime, and right law. The two-level People's Courts have strengthened coordination with prosecution agencies to properly resolve cases, especially major and especially serious cases.
At the monitoring session, the leaders of the Provincial People's Court analyzed and clarified the issues that the monitoring team was concerned about. At the same time, they recommended that authorities at all levels should direct functional agencies to resolutely fight and prevent crime in general, with a focus on drug crimes.
Speaking at the supervision session, Vice Chairman of the Provincial People's Council Nguyen Tran Huy suggested that in the coming time, the two-level People's Courts should continue to improve the quality of adjudicating cases, successfully complete all assigned tasks, contribute to stabilizing political security, social order and safety, and promoting local socio-economic development. At the same time, review the problems, difficulties, recommendations and specific proposals related to all levels, sectors and units to submit to the Provincial People's Council for consideration and resolution.
The monitoring delegation noted the recommendations and proposals of the Provincial People's Court and will submit them to the Standing Committee of the Provincial People's Council for consideration and decision.
